Face to face丨Reunion Campaign helped more than 8,300 abducted children go home

On December 6, the Ministry of Public Security organized a reunion campaign in Shenzhen, Guangdong Province, where three families separated for more than ten years were reunited, including the prototype character Sun Haiyang in the movie "Dear" ( (Pseudonym) a family.

The prototype of the movie "Dear" finds a successful child

On December 6, Sun Haiyang's 14-year-old son returned to his arms.

In 2007, Sun Haiyang's 4-year-old son, Sun Zhuo, disappeared.

Since then, Sun Haiyang and his wife have replaced the signboard of the bun shop with a huge reward advertisement.

They came to Shenzhen from Hubei and originally wanted to win a better life for themselves and their children by relying on Baozipu, but the disappearance of their son made finding children the main business of Sun Haiyang.

In the same year, the Shenzhen public security organs that received the report set up a task force. At the beginning of the investigation, the police gradually expanded the search range around the center of the crime scene, but they never found effective clues.

Sun Haiyang: I have seen many children who look like Sun Zhuo before, but in the end they are not, dozens of times and hundreds of times. I am very disappointed.

I have been looking for a child so hard for so many years. I went to too many places and couldn't find it. Now I finally found it.

Reporter: Fourteen years later, you hugged your child tightly again, and you cried loudly. In fact, the grievances, frustrations, and sufferings of these years may have been released at that moment.

Sun Haiyang: Very relaxed, I am relaxed now, and finally relaxed.

The Ministry of Public Security deploys special operations to find abducted and missing children

In 2007, when Sun Zhuo disappeared, the Criminal Investigation Bureau of the Ministry of Public Security added the “Office for Combating Trafficking in Women and Children” and announced the establishment of the Anti-Trafficking Office.

In 2009, the world's first "DNA information database for anti-trafficking" was established in my country. In the special anti-trafficking operation that year, the DNA database was activated and the biological parents of 98 abducted children were found, which proved the effectiveness of high-tech methods.

Sun Haiyang: I knew my child before, but when the child grew up, I didn't know the child anymore. Later, all my hopes were entrusted to Shenzhen Public Security Bureau. I believe Shenzhen Public Security Bureau will definitely break this case.

In January 2021, the Ministry of Public Security once again deployed a special operation to find abducted and missing children. The purpose is to rely on the "abducted DNA system" to extensively collect data on suspected abductees and organize technical comparison and verification in a timely manner to fully detect a batch of abductions. Children’s accumulative cases, a comprehensive search for missing and abducted children, this operation was named Operation Reunion.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: Actually, since 2009, we have continued to carry out special anti-trafficking operations every year. After years of hard work, the number of child trafficking cases has actually fallen sharply so far. There are about 20 cases each year, and basically they can be detected and solved quickly.

Reporter: In other words, while the new crime rate is lowering, past backlogs have become our top priority.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: Yes, behind every case is a broken family. This is a problem that the masses are crying out for.

More than 100 criminal technical experts provide support for DNA information review and inspection

In June of this year (2021), the Ministry of Public Security announced the addresses and contact numbers of more than 3,000 free blood collection points nationwide to facilitate quick and free blood collection nearby; at the same time, more than 170 criminal technology experts participated in the "Reunion" "Provide technical support during the operation.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: (2021) After we released this information to the media on June 1, more than 10,000 people re-contacted the public security organs. After blood sampling, they were put into the treasury. The number of children is 4770.

Reporter: This is equivalent to point-to-point matching?

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: Yes, we want to start letting everyone know that you are going to the public security organs to collect blood for free, and you must put them in the warehouse as soon as possible, so that your chances of finding them will be greatly increased. The main purpose is to solve two problems.

For example, in terms of DNA, due to various conditions, there is only information about single parents, and some of the parents may no longer be there. Therefore, we have to adopt some other methods in this regard, including now through his compatriots’ siblings and family relatives. .

Another aspect is through portrait comparison, because when a child is missing and abducted, he is often younger, and his appearance will change a lot. If you look at it with human eyes, you will feel that there is a big difference, but now the consultation is through an expert. In fact, there are some methods, there are some characteristic points on the human face, I think it is also a new technology exploration and use, but this is a very professional thing.

So I want to remind the masses of the people that, first of all, we must believe that the party believes that the government believes in the public security organs and let professional people do professional things, especially during the investigation process of the public security organs, all inspections, investigations, and case handling are free. No fees are charged.

Concentrated comparisons have achieved remarkable results.

Just in June of this year, the Henan Public Security Agency collected DNA information of relevant personnel for review and inspection, and found his biological son Guo Xinzhen for Guo Gangtang, who had been searching for his relatives for 24 years.

Guo Gangtang is the archetype of the movie "Lost Orphan".

The son was only two years old when he disappeared. The story of him riding a motorcycle to find his son is spread through the media and movies, and is widely understood by people.

Guo Gangtang: My name is Guo Gangtang and I am from Liaocheng, Shandong. My child was abducted by traffickers in 1997. I went to Mohe and Hainan by car and ferry. I have never been to Xinjiang and Tibet, nor do we have high expectations. Hope to get the child back.

Multiple criminal investigation techniques help Sun Zhuo go home

During the reunion operation, the Ministry of Public Security listed Sun Zhuo’s disappearance as a supervised case, and the Guangdong Provincial Public Security Department took the lead in setting up a special team for the province’s "Reunion" operation to comprehensively collect and sort out the photo files of abducted and missing children, and actively use portrait comparison and DNA Technology to carry out the battle to solve the case.

Reporter: Did the Sun Haiyang case also use some of the latest technology?

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: Yes, in fact, the case of Sun Haiyang was connected with the case of Fu Jiantao.

Also in Shenzhen in December 2007, shortly after Sun Zhuo disappeared, Fu Jiantao, who was the same age as Sun Zhuo, also disappeared.

In the reunion operation, the police found Fu Jiantao through DNA comparisons, and Fu Jiantao found in the surveillance video of Sun Zhuo's disappearance that the person who took Sun Zhuo was very much like his third uncle Wu Feilong.

The police verified that when the case occurred in 2007, the suspect Wu Feilong was working in a shopping mall in Nanshan District, Shenzhen.

According to Wu Feilong's confession, he was influenced by the idea of raising children and protecting against the elderly. When he saw Fu Jiantao playing in the residential area, he abducted him and took him to Liaocheng, Shandong, where he was brought up by his second brother Wu Mouyu.

Later, he abducted Sun Zhuo and sent him back to Yanggu's hometown to be raised by relatives without boys.

Through DNA comparison, the police found Sun Zhuo.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: After we get the result, we must go back to the incident in a comprehensive manner and interrogate the relevant suspects. At present, nine suspects have been arrested. Wu Feilong is the main crime. The facts of the suspect's two abductions have been found out.

Reunion operation brought 8307 abducted children home

As of November 30, 2021, local public security agencies have successfully detected more than 290 accumulative cases of child abduction in the "Reunion" operation, arrested more than 690 suspects of child abduction, and recovered 8,307 missing and abducted children over the years.

The 8307 children who were abducted recovered their lives and separated families were reunited.

Reporter: What was your goal for launching the reunion campaign, and was there a clear figure at that time?

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: We had anticipated whether we could find 3,000 children at the time. We did not expect that it has exceeded 8,300 now.

Reporter: More than 8,000 abducted children have been found. How much time will you spend on the remaining accumulated cases? Do you have the concept of a countdown?

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: I think that through this year’s special operations, we have become more mature in terms of play, technically and working mechanisms, and we can solidify it and treat it as a normalized work. Continue to continue to achieve the goal of no abduction in the world as soon as possible.

Helping abducted children return to life is a long way to go

Sun Zhuo, 18, is currently in his first year of high school.

Before confessing, he had no doubts about his own life experience, and the memory of his biological parents had long been blurred.

Therefore, with the news that Sun Haiyang and Sun Zhuo met, topics such as how the found child gets along with his biological parents, how the kidnapped child obtains the household registration, and whether the buyer is legally responsible, etc. have become hot topics of public concern.

At present, in addition to Sun Zhuo's adoptive father who is ill, Sun Zhuo's adoptive mother and Fu Jiantao's adoptive parents have also been taken compulsory measures to be released on bail pending trial, and the case is being further processed.

Reporter: We noticed that corresponding measures were taken against Sun Zhuo's adoptive mother.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: This law has been amended because of the purchase of children for punishment.

Reporter: It is the same crime as buying and selling.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: This is a popular saying that buying and selling are the same crime. I think we should also remind the general public that you cannot destroy a family because of your own family. This is a serious crime.

Reporter: But now that the child finds it, he will actually face more complex emotional problems.

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: The principle we grasp is that since parents have reported missing and abducted cases, we have the responsibility to figure out, but who you are willing to live with in the future, I think we may have to look more from the perspective of children Consider seeking his opinions. This involves two families to resolve the issue through negotiation. There is no way to force it.

Reporter: Do you have any better suggestions to enable the subsequent emotional process to develop more smoothly and harmoniously?

Tong Bishan, deputy director of the Criminal Investigation Bureau of the Ministry of Public Security: Actually, in terms of anti-trafficking work, the State Council has an inter-ministerial joint meeting with 35 member units. I hope that the follow-up work will be reported to the relevant departments, and everyone will take care of helping the missing and abducted children return to life normally.
