On June 25, 2021, a major fire accident occurred in Zhenxing Wuguan in Beijie Village, Yuanxiang Town, Zhecheng County, Henan Province, resulting in 18 deaths and 11 injuries, and a direct economic loss of 21.53 million yuan.
After the accident, the State Council Safety Committee of the People's Republic of China supervised the investigation and handling of the accident, and dispatched a supervision team to specifically guide the investigation and handling of the accident.
According to the investigation report, after on-site inspection, investigation and inquiry, inspection and identification, video analysis, simulation experiment and expert argumentation, the investigation determined that the fire was caused by the museum's accidental use of mosquito coils to ignite cartons and clothing.
The main reasons for the expansion of fire spread are: the fire building has not formed an effective fire protection partition, the fire room uses combustible sandwich color steel plates as the partition wall, the fire room is loaded with a large fire, the fire is discovered late, and the initial treatment is not effective.
The main reasons for the casualties were: Zhenxing Martial Arts Hall violated regulations and concentrated overnight students, fire escape passages did not meet the requirements, set iron fences on exterior windows in violation of regulations, and fires produced a large amount of high temperature and toxic fumes.
The investigation team determined that Zhenxing Wuguan illegally organized elementary and middle school students to carry out martial arts training, and failed to apply for school permits in accordance with the law; failed to implement the main responsibility for fire safety, and failed to rectify the hidden fire hazards pointed out by relevant departments and units in time; after the fire broke out, Failure to report to the police in time, and ineffective evacuation of trainees.
The supervisory responsibilities of relevant territorial departments are not in place.
Accordingly, the three persons responsible for Zhenxing Wuguan were taken criminal measures in accordance with the law and transferred to the procuratorial organ for public prosecution.
