Candidate presumed from January 1

From January 1 - during the election period, therefore - if Emmanuel Macron has not yet announced his candidacy, he will be considered as a “presumed candidate”.

This will be the case for "any person who collects public and significant support in favor of his candidacy", explains the CSA.

The year 2022 is a special case because the start of the electoral period goes hand in hand with the start of the French presidency of the European Union.

The CSA took the decision not to count the speaking time of the Head of State within the framework of this function.

Note that this is a principle of fairness - and not of strict equality - which applies between January 1 and March 27.

The airtime and the speaking time are calculated from several criteria, in particular the number of elected officials of the party, the position in the polls or the scores in the recent elections… “Two weeks before the election, televisions and radios must apply a strict equality of speaking times between all the candidates ”, underlines the CSA.

TV channels and radio stations must also respect equality in broadcasting schedules between each contender for the Elysee.
