According to Ma Guozhong, the chief forecaster of the Heilongjiang Meteorological Observatory, the main reason for the rainy weather in Harbin this time was that the early temperature was relatively high. The highest temperature was above 0℃ from the 7th to the 9th, and the daytime highest temperature reached 5.2℃ on the 9th.

From the afternoon of the 9th, the sky over Harbin was covered by clouds, which is equivalent to having an insulation layer. The air near the ground is warm and humid, causing the ground temperature to drop slowly after nightfall. When precipitation occurs, the temperature near the ground layer is higher than 0℃, and the snow in the upper air is falling. In the process, it melts when passing through the ground layer to the warm layer (or the melting layer greater than 0°C) on the ground, and it becomes rain when it falls on the ground.
