While commemorating the 25th anniversary of the establishment of the Hong Kong Special Administrative Region in 2022 and celebrating the successful practice of "One Country, Two Systems", we must also deepen the correct understanding of the Constitution and Hong Kong Basic Law among all sectors of society, especially the younger generation, and make every effort to safeguard Hong Kong's constitutional system under "One Country, Two Systems" order.

  She mentioned that according to the powers granted by the Central Government in accordance with the Constitution, the promulgation and implementation of the Hong Kong National Security Law, the improvement of the SAR election system, and the implementation of "patriots ruling Hong Kong" in June last year and March this year are the central authorities improving the "one country, two systems" system.   Carrie Lam pointed out that with the implementation of Hong Kong’s National Security Law and the improvement of the Hong Kong Special Administrative Region’s electoral system, Hong Kong society is back on track. The first Legislative Council election after the improvement of the electoral system will be held on December 19.
