The e-mail asks, "If you don't pay the water charge, the water may be cut off, so please click the link to pay." It means that you will be directed to a web page.

When you log in, you will be asked to enter your name and credit card number, so the Metropolitan Waterworks Bureau will not open emails that you do not know, and if you enter your number etc., you will be asked to contact the card company and the police immediately. I am.
