The working time organization of French police officers will be overhauled.

During the government questioning session in the Senate on Wednesday, Gérald Darmanin announced two salary measures on this subject which will come into force on January 1.

Among them, the abandonment of the “strong shift”, considered by the government as “hourly cycles that consume too much force”.

Privileged by trade unions, “strong shift”, based on cumulative hours, implied that civil servants worked every other weekend, while the previous system meant working five out of six weekends.

Hourly cycles better suited to operational needs

“We will be the first government to end this strong shift system.

It is at the same time expected, necessary and in accordance with what the Court of Auditors and parliamentarians are asking us to do, ”added the Minister of the Interior.

In a note published Thursday, the Court of Auditors had stressed that despite a significant increase in the wage bill in the national police, the elucidation rate of investigations has "deteriorated" for several years and the number of agents on the job. land has not increased.

According to the magistrates, the solution to the insufficiency of these performances lies above all in a "better use and a renewed management of human resources", while estimating that the "management of the hourly cycles," had to be adapted "to the operational needs ".

"The report of the Court of Auditors rings true," said the Minister of the Interior on Wednesday, because since 2010-2011 "the very strong increase in the wage bill has obviously resulted in a much too heavy weight compared to to the investment in particular material of the police forces ”.

"But also with staff reductions, since we compensated for staff reductions by hourly cycles that were either advantageous or extremely high overtime," he said.

In addition, Gérald Darmanin announced the establishment of a "system which makes it possible to put the police officers where they are needed", in order to no longer see "a Minister of the Interior who can only affect police officers. when they leave school and not (during) the 30 years of (professional) life of civil servants ”.
