  The exercise was divided into two parts. The first part simulated two militants who were intercepted and taken away when entering Hong Kong at the West Kowloon High Speed ​​Rail Station.   The second part was conducted outdoors. The simulation task force dispatched a flight service team to assist the police in successfully chasing a suspicious vehicle and arresting a suspect in the vehicle. A chemist from the laboratory of the Special Administrative Region Government came to the scene to collect the "biological evidence" on the vehicle.

Two other members of the gang decided to launch an attack outside West Kowloon Station. One of them fired at the crowd and was subdued by anti-terrorist special services.

Another person mixed into the crowd and launched a "metamorphic, radiological, nuclear" attack, causing himself and many passers-by to become unwell.

Police officers, firefighters and ambulance personnel dressed in biochemical protective suits came to the scene to treat the injured. Two snipers ambush at the scene.

The injured were taken into a "warm zone" tent located in a safe area for disinfection, and then sent to hospital according to the severity of the injury.
