"The organization of work, despite recent reforms, remains unsuitable", underline the financial magistrates.

"The national police must still raise its level of requirement in the years to come", assures the Court, estimating that "the organization of work" and the "management of the schedules cycles" must be adapted "to the operational needs".

The judicial police no longer attract

Despite the ten billion euros devoted for ten years to the police payroll, which has enabled an increase in the workforce of 21%, including 8,000 more police officers between 2015 and 2020, the rate of presence on the ground of the police officers is " falling ". The number of police officers assigned to the “security and public peace” services has fallen by 10% in ten years, while those of the “foreigners and air transport police” have increased by 31%.

The judicial police, which must "face" 3.9 million procedures per year, is also "in difficulty": "It no longer attracts the police and its results are marked by a low level of elucidation of criminal offenses. low middle of the spectrum ”or everyday delinquency, according to the note.

In 2016, the clearance rate for homicides was 70.3%, against 62.6% in 2020. Regarding burglaries, the rate is stable, around 10%.

On the other hand, for robberies with violence, 15.4% of investigations were clarified in 2020, against 10.8% in 2015.

The operating conditions have deteriorated

The elucidation rates are "indicative of the difficulties in dealing with offenses by local judicial services", according to the note, recalling that the ministry wishes to increase the number of judicial police officers (OPJ) from 17,000 to 23,000 in 2023. In the Paris region, the OPJs are "insufficient in number" because "the working conditions are degraded" and "find themselves affected by overstaffing in the provinces".

The Court of Auditors defends that the allocation of staff would benefit from being rethought to "adjust more closely to the needs of the territories and to the missions".

In addition, the Court of Auditors considers that the Ministry of the Interior must "develop mutualizations between the police and the gendarmerie".
