In the year of its 100th anniversary, the 90 millionth army of the Chinese communists approved a new strategy for the development of the PRC and its relations with the outside world.

The 6th Plenum of the Central Committee of the Communist Party of China of the 19th convocation, which ended in Beijing, adopted the third resolution in the century's history of the party, sending a signal that a new change of milestones is coming in the life of the world superpower.

After the "great leap forward" of the architect of the Chinese state, Mao Zedong, and the liberal economic reforms of Deng Xiaoping, which allowed China to become a "world factory" that conquered foreign markets and flooded the entire planet with its goods, the People's Republic of China finally determined the vector of development in the era that stood on a par with Mao and Deng of its current leader Xi Jinping.

The new party resolution adopted by the 6th Plenum endorses the nearly ten-year path that the country has traveled under the leadership of President Xi and gives a virtually unlimited carte blanche for further movement along the path of "the Chinese dream of a great revival of the Chinese nation."

In addition, the third resolution in the history of the Chinese Communist Party proclaims and substantiates the concept of a "community of the common destiny of mankind." This concept should become an alternative to the Western vision of the modern world, in the conditions of the 21st century, in fact, embodying Kipling's idea that the West is the West, the East is the East "and they cannot leave the place." That is, the contradictions between them, by definition, are unavoidable, and humanity cannot have any common destiny: the world of liberal values ​​lives and will continue to live according to the same laws, and the "world of authoritarianism", in which communist China looms as a huge continent, according to others.

I must say that 2021 brought the Chinese, with special awe about anniversaries and the magic of historical figures, a whole bunch of memorable dates: the 100th anniversary of the Communist Party, the 50th anniversary of the UN resolution on the transfer of China's place in the world organization, which belonged to Taiwan, the 90th anniversary of the vote Beijing - Xinhua News Agency and the 40th anniversary of the previous party resolution of 1981, which became the roadmap for Deng Xiaoping's "policy of reform and opening".

The very policy that allowed the poor Asian country to get rich and become the second largest economy in the world.

Meanwhile, it was precisely in this concept, four decades later, that serious adjustments had to be made, as recorded in the resolution adopted at the 6th Plenary Session of the third in the history of the Chinese Communist Party.

As you know, the best is the enemy of the good.

It is not easy for a person who is uninitiated in the intricacies of Chinese realities to understand why it was necessary to adopt a new development strategy today, given that Dan's previous strategy has become one of the brightest and most impressive world stories of modernization of the 20th century.

Why slaughter the goose that lays the golden eggs?

However, no one is going to cut it.

China does not at all reject ties with the outside world, does not withdraw into itself, it is a completely different matter.

The point is to stop depending on the constantly changing external environment, from endless threats and blackmail from the West, from the incessant war of sanctions, when the country is trying to dictate its policy, threatening it with numerous restrictive measures that hurt its economy.

"China will build a unified and open market system with equal treatment of different types of business and orderly competition," Chinese President Xi Jinping said Thursday at a meeting of leaders of the Asia-Pacific Economic Cooperation (APEC) Forum with business representatives, held in the format of a video conference.

According to him, the PRC "is committed to building a market system with high standards and intends to work on reforming important areas and key relationships."

In addition, Beijing will work to improve the business climate for investment and foreign capital from both the Asia-Pacific region and other parts of the world.

“The growing contradictions with the United States, the weakening of the global economy during the coronavirus pandemic and the widespread slowdown in globalization forced China to make serious adjustments to its development model. The first step was taken in the spring of 2020, when Chinese President Xi Jinping announced a “double circulation” strategy, which assumes that the internal cycle of production, distribution and consumption should prevail over the interaction of the Chinese economy with external markets. In the new development strategy, while in no way giving up ties with the outside world, China is focusing on the domestic market. This is the fundamental difference between the new model being created and the previous model of Deng Xiaoping, in which China performed the function of a cheap assembly shop for foreign companies, ”- Alexander Lomanov, Deputy Director of IMEMO RAN, explains the change in emphasis in the development strategy of the PRC.

It is noteworthy that the resolution adopted by the 6th Plenary Session of the CPC Central Committee focuses on the period of the reign of its Secretary General and the current President of the PRC Xi Jinping, who set a long-term task for the party and the nation - by 2049 to turn China into a modern powerful power of "socialism with Chinese characteristics."

This marathon distance was divided into several stages.

This jubilee year we finished the first stage right on schedule.

This allowed the country to create a “society of average prosperity” by now - poverty was finally eliminated, per capita incomes of the population doubled, and the PRC's GDP doubled.

Moreover, all these successes were achieved in the extreme conditions of the COVID-19 pandemic and the new Cold War deployed by the United States and the West against China and Russia.

And now China has to make a new leap - to the finish line of the next stage, which should be completed in 2035.

By this time, the country will have to solve another ambitious task - to double per capita income and GDP again.

It is impossible not to notice that Xi Jinping, who follows Mao and Deng, in his policy of "socialism with Chinese characteristics" is increasingly emphasizing the word "socialism".

What does it mean?

Chinese oligarchs are advised to share their billions with the poor and develop social programs.

Expensive additional training courses inaccessible to the majority are being massively closed.

As for ideological work, the main emphasis is placed on sweeping away “alternative” and Western values ​​that contradict the concept of “a community of the common destiny of mankind” and are capable of not uniting, but separating. 

In general, having come to a forced realization of the incompatibility of modern Chinese neo-socialism and liberal capitalism in the era of globalization, the People's Republic of China is preparing for various forms of confrontation with the West, realizing that the confrontation imposed on it is, alas, serious and for a long time. 

Mobilizing for a new leap forward, China, which is on the verge of another historical cycle, is setting itself up to win this struggle, just as in its difficult history, drenched in blood, it won and achieved its goal before.
