COP 26: where are the 100 billion?

One of the subjects which crisps the negotiations in Glasgow between the rich countries and the most vulnerable countries, it is the financing.
Industrialized countries have pledged to provide financial assistance to developing countries to adapt to the growing consequences of climate change and to develop low-carbon economies.
But the funds mobilized are too low and they do not arrive quickly enough in the countries which badly need them.
