China News Service, November 3, Li Qun, deputy minister of the Ministry of Culture and Tourism and director of the State Administration of Cultural Heritage, said on the 3rd that in early October this year, severe floods broke out in Shanxi and Henan.

According to statistics, a total of 1,783 cultural relics in Shanxi were damaged to varying degrees.

At present, the State Administration of Cultural Relics and cultural relics departments at all levels organize cultural relics experts in various fields to orderly promote the disposal of damaged cultural relics, protection and repair and other aspects. These tasks are being carried out in an intense, active and effective manner.

The State Council Information Office held a press conference on the 3rd. Some reporters asked questions. Not long ago, Shanxi, a major cultural and cultural province, suffered heavy rains, which attracted widespread attention. According to media reports, many cultural relics and historic sites were damaged in this heavy rain. Has the restoration of these damaged cultural relics and monuments been put on the agenda?

How do you plan to repair it?

What are the specific arrangements for dealing with natural disasters and strengthening the protection of low-level cultural relics?

Li Qun introduced that in early October this year, severe floods broke out in Shanxi and Henan.

According to statistics, a total of 1,783 cultural relics in Shanxi have been damaged to varying degrees. Some cultural relics have leaked roofs, cracked walls, some foundations have collapsed, and some museums have a small area of water ingress.

The State Administration of Cultural Heritage attaches great importance to it, and the relevant cultural relics departments actively responded. I personally led the team to the scene. The majority of cultural relics workers were "moving in response to the flood" and immediately rescued and protected the damaged cultural relics and eliminated danger. .

"At present, the State Administration of Cultural Heritage and cultural relics departments at all levels organize various cultural relics experts to orderly advance the risk elimination, protection and repair of damaged cultural relics, and these tasks are being carried out intensively, actively and effectively." Li Qun said.

Li Qun further introduced that after the flood, on the one hand, we organized risk elimination, maintenance and repairs, and at the same time, we seriously thought about how to improve the disaster prevention and mitigation capabilities of cultural relics and introduced a series of measures in conjunction with the emergency management department.

There are also some measures in this plan: First, strengthen monitoring and early warning, and establish and improve a comprehensive risk monitoring and evaluation system for cultural relic disasters. To be a "prophet", we must first predict it.

The second is to formulate emergency plans to effectively improve the level of emergency management of cultural relics protection. Once floods and dangers occur, they can be dealt with in an orderly manner in accordance with the requirements of the plans.

The third is to carry out comprehensive risk investigation of cultural relics and natural disasters, and implement projects such as cultural relics reinforcement and disaster prevention and control.

At the same time, in view of the impact of climate change on cultural relics, scientific research and technical application should be strengthened, and science and technology should be used to find the "code" for disaster prevention.

Li Qun said that because the rainfall was mainly in the drier areas in the north, the cultural relics in these places have been better protected in the past, largely due to the dry climate. With climate changes, the rainfall in these areas has increased significantly in the past few years. Therefore, during the "14th Five-Year Plan" period, we must strengthen the application of scientific research and technology in disaster prevention, and find the "code" for disaster prevention in cultural relics.

"Especially for the low-level cultural relics you just mentioned and the immovable cultural relics that have not been approved and declared as cultural relics protection units, continue to strengthen the construction of the grassroots cultural relics protection management team, build a multi-channel grassroots cultural relics protection and care mechanism, and encourage the active participation of social forces. Improve the preservation of low-level cultural relics. At the same time, we are also studying and formulating specific policies and measures to clarify the protection and management responsibilities of these immovable cultural relics and related work requirements in accordance with the law." Li Qun said.
