In mid-October 2021, the new crown epidemic raided, with a surge in confirmed cases and stranded tourists, which brought unprecedented pressure to this small border town.

  A great transshipment under an epidemic situation is imperative.

  The Ejina Banner of Alxa League is located at the westernmost end of the Inner Mongolia Autonomous Region, with a total area of ​​114,600 square kilometers and only a registered population of 32,000. It is the flag with the largest area and the smallest population in Inner Mongolia.

  Due to the remote location and relatively lack of medical resources, the nearest city to Ejina is also more than 400 kilometers away. It is difficult to carry out patient treatment and epidemic prevention and control in the local area, and it is difficult to supply personnel and materials.

  On October 25th, Wang Lixia, the chairman of the Inner Mongolia Autonomous Region Government, held a dispatch meeting in Ejina Banner and stated that, considering the local medical level and the risks of mild to severe and dangerous, the confirmed patients in Ejina Banner will be transferred to Inner Mongolia, 1062 kilometers away, in Hohhot. The designated hospitals of the autonomous region provide treatment.

"On the premise of preventing the risk of spillover, we should make all the changes."

  However, how to transfer more than 100 patients?

  "The ambulance takes fourteen or five hours, and the aircraft cannot meet the needs of many types of patients. After comprehensive research and judgment, we decided to use a special train." Xu Hongzhi is the first group of staff who "escorted" the transport of confirmed cases.

  "For the first time, more than 40 patients were transferred." Xu Hongzhi introduced, from departure to admission, all closed-loop management.

The train is equipped with necessary medicines, medical equipment, and rescue equipment, and a transfer plan is formulated according to the actual situation of each patient, and medical personnel are assigned in a targeted manner.

  Among the confirmed cases transferred, the oldest was 82 years old and the youngest was 1 year and 4 months old.

"For 82-year-old patients, we arrange for intensive care and respiratory specialists to conduct health monitoring throughout the entire process; children over 1 year old are accompanied by pediatricians and nurses throughout the process." Xu Hongzhi said.

  Up to now, a total of 149 local confirmed cases in Ejina Banner have been successfully transferred to designated hospitals in 4 batches.

  While transferring confirmed cases, the transfer of stranded tourists is also being carried out closely.

  Starting from October 26, tourists stranded in Ejina Banner for more than ten days received the "Return Information Registration Form for Stranded Tourists" issued by the local government.

On the 27th, the first batch of stranded tourists on the tourist train embarked on a transfer journey.

This also opened the prelude to the thousands of miles of stranded tourists.

  To this end, the Inner Mongolian government has set up special work classes, "one person, one case," "one vehicle, one case, one class", to make return arrangements.

Before departure, the working class will communicate point-to-point with stranded tourists' origin, destination, and transit places.

  Daiqin, Secretary of the Alxa League Committee and Secretary of the Ejina Banner Committee, introduced that plans were formulated according to the classification of tourist trains, individual passenger trains, tourist chartered cars, and self-driving tourists.

"Tourist train visitors return to their departure place by train, and other tourists are transferred to low-risk areas in the Inner Mongolia Autonomous Region for centralized health monitoring."

  For the details of the return trip schedule, nucleic acid testing, train killing, transit transportation, boarding time, and material guarantee for stranded tourists, the working class has made careful arrangements.

  Each train is equipped with onboard staff, doctors and police officers.

Zhao Tianyuan, director of the Alxa League Government Service Bureau, is a staff member of the car on the tourist train heading for Kunming, Yunnan. There are more than 600 tourists on the train.

"We work with the conductor and tour group leader to form a guarantee communication group to coordinate and solve the various needs of tourists during the trip in a timely manner."

  Li Zhongzeng, the leader of the Alxa League, introduced that the self-driving fleet consists of 50 to 100 vehicles for grouping and transshipment, and the entire process of transshipment guidelines such as driving routes, road guarantees, midway supplies, receiving and placement have been formulated in advance.

  A total of 42 vehicles in the transfer convoy of Xie Sheng, a self-driving tourist in Guangzhou, arrived in Aolun Bragg Town, Alxa Left Banner after about 9 hours of driving.

"There are also police cars, lead cars and support cars in the fleet. Several designated service areas are set up in the middle of the fleet. All are seamlessly connected'point-to-point', and the whole process is closed loop."

  Wang Lijie, a tourist from Beijing, took a chartered tour to Baotou. He told reporters that every tour bus is equipped with anti-epidemic personnel, and police cars are escorted in front of and behind the convoy to avoid crossing with social vehicles.

"Fourteen or five hours by car, a special service area was set up on the way. To avoid gatherings, we lined up to go to the bathroom."

  The transfer of stranded individual passengers is the most challenging of the thousands of miles.

Gao Shiqin, director of the Inner Mongolia Transportation Department, said: "Whether it is to notify tourists or gather tourists, it is very difficult, but we will not be less."

  At 20 o'clock on November 1, more than 400 stranded individual passengers were transferred to Bayannaoer by special train. So far, 9553 stranded tourists have been transferred in Ejina Banner, and the transfer work is basically completed.
