On the afternoon of October 7, Hao Rui went to the anti-fraud corps of the Henan Provincial Public Security Department to participate in the early warning work forum. He suddenly felt unwell and was rushed to the hospital for treatment. 42 years old.

Hao Rui was born in Lankao, Henan in 1979. He joined public security work in November 2000 and has been fighting on the criminal investigation front.
Due to his outstanding achievements in the field of anti-fraud, he was hired as a national public security agency's expert in combating telecommunications network fraud, the first batch of telecommunications network fraud criminal investigation experts in Henan Province, and a distinguished professor of Henan Police College. ".
A loyal and regrettable "anti-fraud pioneer"
For 21 years as a police officer, Hao Rui has successively engaged in police dog training, police protection, and combating telecommunication network fraud crimes.
In 2015, Zhengzhou Public Security Bureau established an anti-fraud center, and Hao Rui was responsible for the establishment.
In the past six years, he has devoted all his efforts to anti-fraud work and dedicated himself to guarding the "money bags" of the masses.
"Before I came to the Anti-Fraud Center, I had never come into contact with a telecom fraud case. Hao Rui led his comrades to complete the preparations for the establishment of the anti-fraud center in just over a month, and it was put into trial operation in November of that year.
Since the establishment of the Anti-Fraud Center, they have created three “firsts”, namely, the first three-way call seats in the country to receive public alarms, the first in the province to introduce an automated quick stop payment system for bank cards involved in the case, and the first bank entry system in the province. Dedicated lines and salesperson seats carried out quick "check, stop, and freeze" the capital flow involved in the case, and quickly developed into a leading anti-fraud center in the country.
According to statistics, the anti-fraud center stopped the payment of more than 77 million yuan of defrauded funds for the masses in the first year of operation, resulting in a year-on-year decrease of 17.21% in the city's telecommunication network fraud cases.
Since the operation of the Anti-Fraud Center of the Zhengzhou Public Security Bureau in 2015, Hao Rui and his comrades have cracked 13,900 cases of telecommunications network fraud, arrested 20,261 suspects, and returned hundreds of millions of yuan in funds defrauded to the public.
In addition to business achievements, Hao Rui also brought the anti-fraud team of the Zhengzhou police into a highly effective and honorable team.
In 2020, the Anti-fraud Center of Zhengzhou Public Security Bureau was awarded the honorary title of "Zhengzhou Youth May 4th Medal Collective". The anti-fraud police won 1 individual second-class merit, 6 individual third-class merit, and two individual awards. The police were selected into the talent pool of the Ministry of Public Security.

He took the lead in investigating more than 50 major and extraordinarily large cases supervised by the Ministry of Public Security and Henan Public Security Department, more than 1,000 other telecommunications network fraud cases, and summed up 13 technical tactics and 28 classic cases.
Due to his outstanding achievements, he was hired as a national public security agency's expert in combating telecommunications network fraud crimes, and one of the first batch of telecommunications network fraud crime investigation experts in Henan Province.

After receiving the report, the Anti-Fraud Center and the public security organs at the city and county levels set up a task force.
During the investigation, Hao Rui put forward the idea of analyzing the fake apps involved in the case, and finally obtained the data of more than 150 fraudulent apps used by this criminal group, and arrested 17 criminal suspects from the criminal group's technical team.
Following the follow-up, he successfully restored the organizational framework of the Wu criminal group who was outside the country, and captured all the key members of the gang.
In this case, two cluster campaigns were initiated and 8 concentrated arrests were made, and 306 people were finally arrested.
In the face of rapidly iterating telecommunications network fraud methods, Hao Rui clearly realized the great power of Internet big data detection in anti-fraud work.
He changed his work thinking in time and used new Internet technologies to comprehensively improve the level of anti-fraud Internet big data investigations, and used this as a guarantee to crack a large number of major telecommunication network fraud cases.
In particular, the 2018 campaign against SMS sniffing clusters and the 2020 “killing pig disk” project were all rated as typical cases of the year by the Ministry of Public Security.
In Hao Rui's view, propaganda prevention is as important as cracking down. Propaganda in the early stage has raised the public's awareness of anti-fraud and anti-fraud, and the telecommunication network fraud cases will naturally be wiped out in the bud.
In order to strengthen anti-fraud propaganda, Hao Rui used the online platform to launch 25 anti-fraud short videos of the series "Hao Rui talks about anti-fraud", which were simultaneously released on the official TikTok account of Zhengzhou Anti-Fraud Center, with more than 8 million views.
The busiest person in the eyes of the family
Since joining the police, whether in police dog training, logistics support and other positions, or in the anti-fraud center, Hao Rui has been conscientious, hardworking, and dedicated to work.
The mother said that after her son became a policeman, it was too difficult to see him. He used to be as strong as a cow. In recent years, he had high blood pressure and gastrointestinal problems due to working overtime and staying up all night.
His wife, Yang Fang, said that he used to think that the police were very powerful and cool. After getting married, he realized that the most important feature of the police is that they are busy.
Although he rarely has time to spend time with his family, Hao Rui always tells his colleagues at the Anti-Fraud Center: "When we come to the Anti-Fraud Center, we are a family. In work and life, everyone has any difficulties and we will solve them together. "In life, he always cares no matter who has something to do. He has been very helpful in matters such as children going to school and elderly doctors.
But he always dragged and dragged things in his home. The water pipe in the bathroom leaked for a few months. He said that he would fix it after finishing his work; his parents wanted to install an old TV in the bedroom. He said that he had no time for the project recently... …Until he fell, he did not fulfill his small promise to his family.
On the evening of September 30 this year, Hao Rui hurried home and returned to his unit with a few changes of clothes.
"When he left, he said that he would take me for a physical examination after the National Day, and he would also do an examination himself. I thought it would be nice to be able to go to the examination with my son, but just after the holiday, he fell down..." , Hao Ruinian's nearly seventy-year-old mother could not cry.
