Noises and fury in the hemicycle.

The third “health vigilance” bill addressing the issue of the five-month pass was adopted overnight from Wednesday to Thursday.

At the end of electrical debates, the National Assembly still gave a first green light to the controversial possibility of using the health pass until July 31.

The text will land in the Senate on October 28.

Stuck between the examination of the State budget and that of Social Security, the bill was adopted by only ten votes of difference (135 votes for and 125 against) after two days of debates regularly marked by passes of arms and invective in the hemicycle.

Situation in Overseas France, age measures on the health pass, end of free tests, state of emergency deemed to be liberticidal, suspension of caregivers, change of footing of the majority on the scope of application of the pass before and after the 12th July, etc: right and left have given voice against the government's management of the crisis.

"Repetition is useful," quipped Olivier Véran, Minister of Health never stingy with scratches.

Post-crisis plan until July 31, 2022

Presented as a "toolbox", the bill proposes to extend the use of the health pass, a tool hated by a minority of the population but adopted by a large majority of French people, and a whole battery of measures to curb the epidemic as part of a post-crisis regime until July 31, 2022. The state of health emergency in Guyana is extended until December 31, 2021.

While uncertainty hovered over a hypothetical lifting of the pass in mid-November, government spokesman Gabriel Attal dampened enthusiasm on Wednesday after the Council of Ministers: “Today, given the situation, I do not see how an adaptation could take place on November 15th.

"And the extension of the health pass for eight months, by the hand of the executive, by" stepping over "the presidential election and the legislative elections, in any case, is howling left and right.

The Assembly also adopted a government amendment concerning knowledge of the vaccination status of pupils by school directors or secondary school principals.

The measure aims to "facilitate the organization of screening and vaccination campaigns and organize teaching conditions to prevent the risk of spreading the virus" and therefore ultimately class closures.
