"Physical Education Classes Are Not Occupied" Proposed Entrance Law to Protect Students' Right to Exercise

On October 19, the 31st meeting of the 13th National People's Congress Standing Committee reviewed the motion of the National People's Congress Social Construction Committee on submitting for deliberation the draft revision of the Sports Law.

In the draft, the revised content in response to the decline in the physical fitness of young people has attracted attention.

The report revealed that the Sports Law intends to add new clauses such as "guarantee that physical education hours will not be occupied" and "not less than one hour of physical exercise in school" to ensure that students have sufficient time for physical exercise in school.

In addition, the draft also revised the "physical examination" clause to enhance the status of physical education in school education, so as to achieve the purpose of enhancing the physical fitness of students.

Physical education classes are occupied and there is not enough exercise time every day, which not only deprives elementary and middle school students of their source of happiness, but also affects the physical health of our young people.

In 2020, Cheng Hong, a member of the National Committee of the Chinese People’s Political Consultative Conference and Vice Chairman of the Central Committee of the Democratic League, pointed out in a report that the main indicators of the physical health of children and adolescents in China have declined for more than 20 consecutive years. .

China lacks a scientific and systematic health education physical fitness monitoring and intervention system, and less than 30% of students exercise for one hour a day.

In the face of these situations, in recent years, the central and local departments have repeatedly requested in relevant documents that schools do not occupy physical education hours and ensure that students do not less than one hour of physical exercise.

These regulatory requirements have indeed achieved some results, but there are still problems of insufficient strength in the implementation.

Today, "guarantee that physical education hours are not occupied" and "not less than one hour of physical exercise in school" are expected to be written into the law. On the one hand, it shows that the country's attention to the physical health of young people has reached a higher level, and on the other hand, it also means The reality of the relevant requirements and norms is bound to become stronger.

The right of primary and middle school students to attend physical education classes and to exercise in school can be more comprehensively guaranteed.

Of course, even if the physical education class is protected by law, it may still be eroded in reality.

For this reason, it is necessary to strengthen the corresponding supervision and improve the complaint reporting mechanism.

The relevant inspections carried out by the education department on schools must not fall into the misunderstanding of formalism, leading to the embarrassing situation of "physical education is only available during the inspection period."

"Ensure that physical education hours are not occupied" and "at least one hour of physical exercise in school" must become the normal state of all schools, not the "emergency state" for inspections.

Whether or not it can effectively guarantee the physical exercise time of students is a test of the school's original intention of "all for students", the management ability of relevant departments, and the importance of the whole society on the physical health of young people.

For a long time, physical education has not been taken seriously, and students have no time to exercise. The root cause is the malformed and utilitarian education concept.

Regarding this issue, if you want to rectify the source, you need to correct the educational concepts of schools and families so that the whole society has a deeper understanding of quality education. This is as important as legislative protection.
