"Questions sometimes asked to women who come to file a complaint for rape or domestic violence, and singled out for a few weeks on Twitter with the #DoublePeine.

For these women, the experience of filing a complaint was yet another trauma in an already complicated process.

The reception in the police station, in premises far from guaranteeing any confidentiality, also poses a problem.

To remedy this, the Minister of the Interior Gérald Darmanin announced the experimentation of the lodging of complaints with others in certain departments, where the police and gendarmes would travel.

A device that does not meet expectations, for criminal lawyer Zoé Rouyaux, spokesperson for the Women's Foundation.

Why is the ministry launching this experiment?

There is an observation that the Minister of the Interior was forced to make with the #DoublePeine movement on social networks.

The reception in the police station is not always suitable, the premises do not guarantee confidentiality, sometimes this prevents the complainant from going to the end.

The idea is therefore to move the complaint.

It is complicated to multiply the interlocutors and the places, the police station, the hospital… It is good that the police officers come to the victims.

But it's not up to what the victims are going through, and if the questions are the same as they are today, it won't change anything.

The complaint is essential because it is a first contact and it freezes the story of the victim.

If the questions are poorly asked, this can then weaken this story and therefore the procedure.

What would be the correct answer then?

The police and gendarmerie services must be trained. First remind them that they are forced to take the complaint, it will then be up to the magistrate to decide to follow up, but they do not have to judge or refuse a complaint. Then train them to ask the right questions, we now have kits to guide the police but that is not enough. The ministry must set up training courses, a comprehensive and educational approach is needed on this subject, which goes beyond the police to change the view. Finally, France has confirmed to the Council of Europe, within the framework of the Istanbul Convention, to have premises the reception of which guarantees confidentiality, female police officers to collect the complaint, but this is not the case. still true.

Couldn't this device create more problems than anything else for some women, in contexts of strong control by the spouse?

I understand the idea of saying that we can take advantage of being at a friend's house for an hour to file a complaint.

But it is true that it can put additional barrier, in particular on confidentiality.

You have to agree to involve a friend, a neighbor, who risks being the victim of reprisals.
