Green light or not from the State, the departmental council of Haute-Garonne has decided to get started. Next March, “basic income” will no longer be a concept for 1,000 young people aged 18 to 24, but a reality. This Tuesday, Georges Méric, the socialist president of the community, announced the establishment of an 18-month experiment for those under 25, excluded from the RSA, whether they are students, unemployed or in work.

For the elected official, who had discussed this project in 2018 with other heads of departmental councils, it was essential to help this generation that is said to be sacrificed.

“We have seen a huge lack of youth.

In Toulouse, during the health crisis, we saw students who did not have enough to buy food.

For us, this "living income" is a desire for republican integration of these 18-24 year olds into society, "says the elected official.

The experiment of the basic income of 18 months will begin in March 2022. It will concern 1000 young people from 18 to 24 years old, representative of the pop.

Drawn at random, the 1,000 young people selected will benefit from a maximum sum of 500 euros per month to meet their daily expenses, for rent or to pay their electricity bills.

It will be cumulative with other aid from which they already benefit.

20% of 18-24 in difficulty

Haute-Garonne has more than 146,000 young people in this age group, 20% of whom admit to encountering social difficulties or struggling to pay their rent.

For those who are not educated or without activity, they will have to justify a civic commitment.

"It can be half a day spent with an association, for us there is a desire for integration", assures the boss of the departmental council.

While the "commitment income for young people" should soon be presented by Emmanuel Macron, the elected officials of the community have therefore decided to toast him the priority. “This government project, the financing of which is not provided for in the finance bill, is only conditioned on rights and duties, as if aid to young people were assimilated to assistantship. France and Luxembourg are the only states in Europe not to have a minimum income for young people, ”tackle Arnaud Simion, vice-president (PS) for Social Action in the department.

This new income will be conditioned on the parents' resources or on those of the beneficiary if the latter is in activity.

Its deployment over the 18 months should cost nine million euros to the community, the first to embark on a basic income of this format.

An experimental device that will be closely scrutinized by scientists from the University of Toulouse-Jean-Jaurès and the Institute of Public Policy and whose results, at the end of 18 months, will lead to see if this basic income is effective, or not.
