Neither the previous governments or politicians, nor so far the Taliban * have managed to create a kind of all-Afghan nationalism that would consolidate society even around Hamid Karzai or Ashraf Ghani, or even around Mullah Haybatulla Akhundzada ... Alliance of Tajikistan, professing liberal ideas and, accordingly, living in European countries and the United States, united with the Peshvoi Millat in a single ecstasy of ethnic solidarity with the Panjshir.

And what about Panjshir himself?

Pictures of fighters and commanders hiding in the remote ravines of the Panjshir Valley do not indicate any widespread support for this movement in the country.

Rare statements by well-known politicians - Ismail Khan, Ata Mohammad Nur or Mohammad Mohakkik and Latif Pedram - contain expressions of feelings of solidarity with the Panjshir people, and they also reflect dissatisfaction with what is happening in the country.

But these statements, which are not backed up by any practical action, do not show any desire to start some kind of practical struggle against the Taliban that has come to power. 

This entire series of politicians are more likely to appeal to external actors in the Afghan situation and, like them, are waiting.

Among these statements, for example, the statement of the leader of the National Congress of Afghanistan Party, which reflects the interests of Tajiks in Afghan Badakhshan, Latif Pedram about Amrull Saleh: “In fact, I don't care where Mr. Saleh is, because he was one of those who served Ghani, participating in his crimes until the last day. He is also the culprit of all the problems faced by our country. "

Haji Mohammad Mohaqqik, leader of the Hazara party Hezbi Wahdat, is not at all militant: “We are not starting a war, because we believe that the Taliban must understand that those people who are not yet present in the government are their compatriots. Just as the Taliban suffered at the hands of the Ghani government and the United States, so we Hazaras suffered under the Ghani. Under Ghani, I was forced to leave, which was not the case during the jihad. We were prepared for Ghani to attack our homes, and I took the whole family abroad. If the Taliban want to end the civil war and prevent conflict between Afghans, they must show this with their policy - to accept representatives of all peoples in the government. ” And more: “I heard that our brothers in Panjshir claim to control most of the areas and continue to resist. Whether this resistance is legal or not,then they say that they are pursuing legitimate goals by their actions. We are talking about the creation of a comprehensive government, where all ethnic groups will be represented. We are in favor of closing the doors of war and creating a comprehensive government. The Taliban must be flexible. " 

And Ahmad Massoud hired Washington-based lobbying firm Stryk Global Diplomacy to advance his interests in the United States. “Our task is to convey to the US government that the resistance needs weapons and ammunition to defeat the Taliban,” says the head of the company, Robert Streak. Earlier, there have already been calls for help from Ahmad Massoud himself - to the United States, Great Britain, France. The one-pointedness of these appeals is obvious, just as it is obvious that hypothetical aid (“The West will help us!”, As the classics wrote) can happen. But only on such scales and forms that would allow maintaining the conflict in Afghanistan at the level necessary for the interests of the United States and Great Britain. Talks about independence and non-interference from outside in the affairs of countries are swept aside. It seems that the Panjshir people are not good at ideals either, as is always the case - they have only interests.In this case, it is far from the interests of Afghanistan. 

The United States and the West as a whole will probably balance for a long time between the decision to recognize the government in Kabul and their slogans about democracy and the rights of everyone. Countries with an interest and attention in Afghanistan, in their public statements, all, without exception, advocate inclusiveness in the formation of a new Afghan government. True, the understanding of inclusiveness is different, and today these countries can be clearly divided into several categories. Pakistan and China, by their assessments of the Kabul inclusiveness of the situation, demonstrate the likelihood of early recognition of the existing de facto Taliban government, despite the rather imitative signs of that very inclusiveness. It cannot be ruled out on the part of the very clearly separating interests from the ideals of Qatar and, possibly, Turkey. Russia and Iran,despite certain differences in tactical nature and in details, they lead a large group of countries whose attitude to the Afghan situation seems to be the most balanced, pragmatic and consistent with realpolitik. Recognition of the Taliban is not a dogma, contact with it is a necessity. Contacts are very different - direct and indirect. For example, one can assume that the recent visits to Kabul by the Deputy Chairman of the Kyrgyz Security Council Taalat Masadykov or the representative of the South Ossetian Foreign Intelligence Service Alexei Maksimov are not such an independent initiative of Bishkek or Tskhinval.Contacts are very different - direct and indirect.
