Some seem to be resolutely implemented, but they are implemented across the board, engaging in lazy, mediocre, and lazy governance.

Some service companies are perfunctory, prevarication, and push up when encountering difficulties.

If our inspection found that a certain department requested 140 written instructions to the district government in one year, it was actually a transfer of responsibility.

Some have implemented sprinklers, and have focused on the spirit and policies of their superiors. The land has been wet after the rain, and the actual problems have not been solved.

  He Yihui: We went to the company to conduct research and found that some companies have reported relatively strong problems. For example, some administrative law enforcement agencies frequently conduct corporate inspections and implement policies that are “one size fits all” regardless of the actual situation; some reward and supplement fund declaration procedures are cumbersome and the rewards are handled. There are many departments, many signatures and stamps, and a lot of time and energy spent in cashing up. Some of the preferential policies are not implemented effectively. Some units visit service companies to cope with the assessment, engage in formalities, go through the scene, and so on.

This phenomenon has chilled the normal demands of many companies, and has brought an increasingly obvious negative impact on the business environment and economic development of some places. It runs counter to the requirement of building a pro-Qing political and business relationship, and urgently needs to make great efforts to correct it.

  Li Wenbiao: Some party members and cadres are clean but not close and clean and not acting. The reasons for these problems are that some party members and cadres are not sure about the boundaries of political and business exchanges, are afraid of stepping on the red line, are unwilling, do not want, or dare not deal with enterprises, etc., but also do not take responsibility, do not act, and implement encouragement with some party members and cadres. Incentives, fault-tolerant and error-correction mechanisms have not yet been implemented in detail.

At the same time, all localities and departments are urged to conduct in-depth analysis of special supervision and feedback issues, draw inferences from one another, find out the problem, dig deep into the root cause, and implement rectification.

Encourage responsibility with one hand, reduce unnecessary thoughts and worries of party members and cadres, and release the passion for entrepreneurship.

We have introduced 16 measures based on our functions and responsibilities to escort the business environment. In terms of promoting the establishment of pro-Qing political and business relations, we have established a positive and negative list of political and business exchanges.

In terms of supporting cadres who dare to assume responsibility, a fault-tolerant and exemption mechanism has been established to establish a clear direction to tolerate mistakes and encourage responsibility.

In addition, in order to accurately grasp the work style issues in political and business exchanges in real time, we selected 30 companies with a certain scale and good growth potential in the city as the monitoring points of the business environment, adhere to seeking truth from facts and problem-oriented, and aiming at decision-making deployment and administrative approval Non-standard, poor government services, unfair law enforcement and supervision, inadequate protection of the rule of law, and incorruptible performance of cadres. A two-year monitoring was carried out to rectify the problems found by analogy.

  Tang Pengcheng: We adhere to the problem-oriented approach, focusing on the goal of "pro" and "clearing". We use high-quality political-business relations to promote economic development quality reforms, efficiency reforms, and power reforms, and vigorously rectify the service market entities' "packaged" implementation, " Sprinkle-style implementation, “one size fits all” implementation and other formalism and bureaucratic issues, intensify inspections and visits, focusing on supervision and inspection of enterprise-related department window service items, handling procedures, service attitudes, handling time limits, service quality, work style and other matters.

In response to the problems found in the special supervision, a problem-handling meeting was held as soon as possible, and the main person in charge of the rectification responsibility unit was promptly assigned to the main person in charge.

At the same time, letter reports, face-to-face feedback, etc. were adopted to consolidate the main responsibility for rectification.

Straighten out the relationship between the government and the market, and promote the resolution of issues such as irregular administrative approvals, unfair law enforcement and supervision, and uncorrupted performance of cadres

  Reporter: In actual practice, what issues still need to be resolved to implement the Qingqing requirements and promote responsible actions?
