On September 27, the Information Office of the State Council held a press conference in Beijing to introduce the "China Women's Development Program (2021-2030)" and "China Children's Development Program (2021-2030)".

When talking about parental leave, Yu Yanhong, a member of the Party Group of the National Health Commission, Secretary of the Party Group of the State Administration of Traditional Chinese Medicine, and Deputy Director-General Yu Yanhong, introduced that parental leave generally refers to an institutional arrangement that encourages both parents to share parental responsibilities in conjunction with maternity leave. Some provinces in China have carried out useful attempts. The Ningxia Hui Autonomous Region’s 2019 revision of the "Regulations on the Protection of Women’s Rights and Interests" clearly stipulates that employers are encouraged to give birth to couples who comply with laws and regulations to give birth to couples every year during their children’s 0-3 years of age. The two parties each had 10 days of joint parental leave, and the exploration of parental leave was carried out.

The "Decision" just mentioned and the "Guiding Opinions on Promoting the Development of Care Services for Infants and Children under 3 Years of Age" promulgated and implemented by the State Council encourage local governments to explore pilot programs for parental leave.

Based on the above-mentioned domestic and foreign experience, the new "Children's Guide" clearly proposes strategies and measures to explore the implementation of parental leave, and encourages places where conditions permit to actively carry out trials of parental leave.
