Five days before the crime, he sent a text message to his acquaintances saying it would be better to quit the electronic bracelet and go back to prison because there was no money. And he often asked his acquaintances to borrow money.



However, during the interview, it was revealed that he did not appear to have any financial problems. Far from having financial problems, he seemed relaxed. Helpers and karaoke owners who spent time with him remembered him as a gentlemanly guest with a lot of money.



After being released from prison, Kang Yun-seong lived in a gosiwon and moved to a sub-rental house that allows low-income people to live for a long time. And the owner of the building where he lived said that he had no idea that Kang Yun-seong was a criminal. Also, LH, who introduced him, did not know about it. In response, Kang Yoon-seong asked his acquaintances to save money a few days before the crime, and in the end, Kang Yun-seong, who could not get the money, bought a cutter and a knife, and then lured the first victim to his house to commit the crime.



He demanded money from the victim, but when the victim refused, he murdered him and stole his credit card. Then he broke the electronic bracelet with a cutter and fled, committing a second murder in the same way.

"Kang Yun-seong seems to have some hope about the possibility of receiving life imprisonment," he said.



Kang Yoon-seong, who asked for the death penalty, but showed a disobedient appearance by arguing for mental illness during the prosecution's summons. The police explained, "I saw the CCTV at the time. At that time, the situation was not urgent, and the main purpose was to arrest Kang Yoon-seong, so we focused on arresting him."



An expert said that when he violated the restrictions on going out in June, a danger signal was already detected.

However, the Ministry of Justice did not pay much attention to this, and did not properly share Kang Yun-seong's criminal record with the police.

If proper coordination was made and the CCTV footage of Kang Yun-seong and the first victim could be checked, it would have been possible to obtain an emergency access ticket and search the house.

If the first murder had been discovered so quickly, the second murder could have been prevented.



In Seoul alone this year, 18 cases of recidivism occurred by wearers of electronic anklets, of which half were committed at home.

In addition, as of July 2021, about 17 persons subject to electronic supervision are managed by each dedicated probation officer.

Electronic anklets, which used to be worn on paroles who have committed violent crimes, are now being worn on paroles regardless of the type of crime from this year due to the revision of the law.

As a result, the number of people who need to manage and supervise has increased, but the number of people who need to manage has not kept pace.



An expert said, "Electronic supervision is not a panacea. I think it should be reconsidered based on the principle of selection and concentration," and said that the current law needs to be improved.
