You have to work harder if you don’t want the car to go upstairs

The safety of electric bicycle charging has recently become the focus of public attention again. From September 15 to September 21, in just one week, the 12345 citizen service hotline received 2,646 complaints about related issues.

The reporter combed and found that the number of complaints about parking and charging problems in the electric vehicle building and the number of complaints about the lack of parking and charging in the community accounted for almost half.

The alarm bell keeps ringing, and there is a lot of publicity and governance work, but it rebounds as soon as you relax. Is there any difficulty that electric bicycles "have to" go upstairs?

The reporter launched a further investigation.

  Difficulty one

  Can't charge without charging pile

There are hidden dangers in the charging of electric bicycles in the building. Every street and every community property has rounds of publicity and rounds of notifications. Residents are asked not to charge indoors.

But residents wanted to park their cars downstairs, but found that there was no carport to park or no charging piles available.

This is the most concentrated problem reported by electric bicycle owners.

Mr. Song, a resident of No. 3 Xiaoshiqiao Hutong, reported that the community was built in 1983 and is a typical old community. There are no charging facilities in the community, but the number of electric bicycles is still increasing. Residents are particularly worried about the effects of indoor charging of electric vehicles. Security risks.

On September 23, the reporter came to Courtyard No. 3 of Xiaoshiqiao Hutong. The entrance of the community was a narrow alley, and there was almost no parking place. During the evening rush hour, residents’ electric bicycles were “stuffed” into the yard.

After stopping the car, some residents removed the battery and took it upstairs by the way.

The reporter asked the residents whether they knew the relevant regulations prohibiting charging in the building. Some residents said that they were just afraid of losing them, so they took them home instead of charging.

Some residents answered directly: "Where can I charge if I don't take it back?"

In addition to the problem of batteries going upstairs, residents also reported that it is difficult to eradicate the problem of flying line charging in the community.

But the car owners also have difficulties. Mr. Zhang said that he has to pick up and drop off his children on an electric bicycle every day, and the problem of no place to charge has been bothering him.

"I try not to charge it every day. I charge it every three or four days. I can only charge it first."

The reporter contacted the Shuangsi Community of Shichahai Street in the territories, and Party Secretary Dong Panfeng told the reporter that the territories are also very concerned about the demands of residents. The relevant departments and communities of the street have contacted the property rights units of the community, and reached a consensus through consultations.

After obtaining the support of the property rights unit, the community has contacted a third-party unit to assemble charging piles for the community as soon as possible, and the installation points are selected in the two car storage sheds in the community.

"The staff have already visited the community this morning for a field survey. In the afternoon, the community security has cleared the carport to prepare for the next on-site construction. The charging piles are expected to be installed around the '11' holiday."

In this interview, the reporter also learned that due to the recent surge in the installation demand for electric bicycle charging piles in old communities, the business of relevant third-party companies is particularly busy.

  Difficulty two

There is a charging station but it is not used

"It's been half a year. The charging piles in our building yard have always been displayed." The residents of Wenhuiyuan Community reported to the 12345 citizen hotline that although many charging piles have been installed in the community, they have not been powered on for a long time. It is still a problem for residents to charge their electric bicycles. .

On the afternoon of September 21, the reporter came to Wenhuiyuan Community.

There are a total of 4 residential buildings in the building yard, of which only Building 1 is a high-rise residential building with elevators, and it is this one that is frequently reported by residents about the problem of "electric vehicles going upstairs".

Walking into Building 1, the reporter noticed that the lobby on the first floor has become a storage shed, with bicycles and electric bicycles crowded together, leaving only a narrow aisle in the spacious lobby.

There are indications that it is still common for electric bicycles to be pushed into buildings.

"It takes only 100 seconds to kill!" Posters are posted in front of the elevators on each floor of Building 1, reminding residents not to park or charge electric bicycles in the building or indoors.

But after 4 pm, there are still more electric bicycles in the corridor.

As soon as the elevator doors opened, some residents were dragging their electric bicycles out of the elevator and parked them on the stairwell platform.

Although some residents did not push the car, they also carried batteries in their hands.

"I'm afraid of fire, but there is really no place to charge." A resident reported that although there are electric bicycle charging points in the community, they have not passed electricity since they were installed about half a year ago.

According to the residents' guidelines, the reporter found 3 sets of electric bicycle charging piles in the carport inside the gate of the community, in the middle and the rear of the building yard.

After step-by-step operation according to the prompts that appeared in the scan code, the three sets of charging piles all showed that the device was offline on the mobile phone screen.

The reporter then dialed the customer service number left on the device, but the line remained busy.

After walking around the building yards of the community, the reporter only found a group of working old-fashioned charging piles. There were only 6 sets of plugs on it. The electric bicycles around the charging piles were parked on three floors and three floors outside, and the 6 sets of wires were pulled old. long.

"Just these 6 plugs are not enough." Resident Ms. Wang told reporters that there are some takeaway riders rented in the community. Their demand for charging piles is higher than that of ordinary residents. The only available charging piles are often used. Take-out cars are occupied. After charging one battery and then charging another, it is difficult for other residents to plug it in. In desperation, residents can only take the car or battery at home to charge it.

Some residents said that because there are too few charging plugs to "grab", they often charge the car the night before, and find that the plug has been unplugged the next morning, and the electricity is not charged at all, so if it is urgent the next day Most people in the car don't dare to charge here.

"If these charging piles can be energized and used, everyone can solve the big problem without vying for it."

The property staff told reporters that many residents have reported related problems recently. According to the current situation of the property, the electric bicycle charging piles in the community have not been put into use for a long time because of the voltage problem. The relevant departments are working hard to solve the problem. The equipment is expected It will be put into use at the end of the month.

  Difficulty three

Residents are embarrassed to catch up with the rain

"Beginning on August 1, the property issued a notice asking everyone not to park in the corridor. Our residents also support it. However, the charging piles in the community are too simple now, and there is no roof for shelter from the wind and rain." Youth Hui Ms. Zhang, a resident of Jiayuan Phase I, recently reported to this newspaper that the charging piles in the community are set up in the open area, and it becomes a problem to charge the car every time it rains.

According to the residents' guidelines, the reporter saw the so-called simple charging pile in the square on the south side of Building 12 in the community.

It had been raining two days before the Mid-Autumn Festival holiday. As soon as it cleared on September 21, many residents pushed their electric bicycles to the charging piles.

The reporter noticed that some car owners wrapped the chargers tightly in plastic bags, and some car owners put the chargers in the car basket and covered them with cloth.

For this kind of operation, the residents said they were helpless. The charger was covered with a bag and the heat dissipation became worse. They were afraid of fire. If the bag was not covered by the rain, they were afraid of short circuit and leakage.

Ms. Zhang said that the electric bicycles in the community are not covered when they are being charged. Every rain or snow will increase safety hazards.

Whether it is a threat to the vehicle itself or the surrounding pedestrians, this is one of the reasons why many people have to push the car back into the building to charge.

"In fact, there are carports in the community." Some residents suggested that many of the residents' carports downstairs are now occupied by waste bicycles and electric bicycles. If the property can coordinate the cleaning of used vehicles and install the charging piles in the carport, not only It can make full use of parking resources, and it can also make everyone feel more at ease when charging electric bicycles.

  Expert advice

The construction of charging facilities should be taken as a livelihood project

Since the beginning of this year, fire safety issues caused by electric bicycles entering buildings and charging in buildings have attracted much attention.

But in the foreseeable future, electric bicycles will still occupy an important position in the daily travel mode of citizens.

Many experts have put forward suggestions on how to unblock and combine to effectively eliminate the problem of indoor charging of electric vehicles.

Yu Xianyang, a professor at the School of Social and Demography at Renmin University of China, believes that managing the problems caused by electric vehicles must start from the source.

"A long-term mechanism for battery quality supervision should be established and improved to prevent inferior batteries and illegally modified batteries from entering the market. Once a company produces a battery with quality problems, it should trace the source in time and recall the remaining products with potential quality risks."

In addition, Yu Xianyang also suggested that the construction of electric vehicle charging equipment and facilities should be included in the overall urban planning.

“Some densely populated and old communities objectively do not have the conditions to install charging facilities. In this case, public charging facilities should be added within a reasonable distance around the community, and at the same time publicity and guidance of citizens to charge, so as to meet the needs of citizens."

Zhu Liang, a member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference, also holds the same view on the construction of charging equipment facilities.

Zhu Liang suggested that the construction of charging facilities should be regarded as a people's livelihood project, and the construction costs should not be borne by the community property company from the aspects of urban planning, policy support, and financial subsidies.

Zhu Liang also suggested that food delivery and express delivery companies should also take up corresponding social and safety responsibilities.

"Although these vehicles may be mostly purchased by employees in the market, they are serving the business of the enterprise. The enterprise has the responsibility and obligation to supervise and regularly inspect the electric vehicles used by employees, especially high-power electric vehicles. If the company has spare capacity, it can consider building a power swap station in an appropriate location to facilitate the safe charging of the employees."
