Shengli told a reporter from China News Agency that the Hengqin plan gave Guangdong and Macao great policy autonomy and joint decision-making power.
The cooperation zone will coordinate major plans and policies through the establishment of a management committee that implements the "dual director system".
This is the first case in a new domestic zone, and it will greatly enhance the resource mobilization capabilities and policy coordination capabilities of the cooperation zone.
In Shengli's view, the Hengqin plan clarifies the participants, that is, who the cooperation zone is for and who will build the cooperation zone.
