With the introduction of what is known as the most stringent game supervision order in history, the number of minors fighting in "battlefields" such as the Canyon of Kings has been greatly reduced.

In response to minors’ excessive use or even indulging in online games, the National Press and Publication Administration recently issued the "Notice on Further Strict Management and Effective Prevention of Minors’ Indulging in Online Games" (hereinafter referred to as the "Notice"), strictly restricting the provision to minors For online game service hours, all online game companies can only provide minors with 1 hour of service from 20 to 21:00 on Friday, Saturday, Sunday and legal holidays. Other times, minors are not allowed to provide services to minors in any form. People provide online game services.

After the "Notice" was issued, relevant companies responded in succession-as of September 2, 58 units including Tencent and NetEase have expressed their attitudes and responded to their concerns through official channels through announcements and notifications.

Yuan Ningning, associate professor of China University of Political Science and Law and deputy director of the Juvenile Affairs Governance and Legal Research Base, said in an interview with a reporter from the Rule of Law Daily that to prevent minors from excessively indulging in online games, regulatory agencies and game companies play a vital role. effect.

But at the same time, we must also realize that the prevention of online game addiction is a systematic project that requires the joint efforts of all sectors of society, especially parents, to shoulder corresponding responsibilities.

"Now, the second review of the Family Education Promotion Law is in the process of soliciting opinions. It is recommended that the responsibilities of parents or other guardians should be provided in the special chapter on "Family Responsibilities". For example, it is unreasonable for minors to play online games. It is required that parents should prohibit and give reasonable guidance to prevent incorrect education methods such as spoiling." Yuan Ningning said.

"This is a group of children who are being destroyed by games"

Since June this year, the Beijing Youth Legal Aid and Research Center has received many calls and letters from parents that their children are addicted to online games.

Subsequently, the center organized lawyers and researchers to conduct in-depth interviews with some parents.

After surveying 152 parents, it was found that about 65% of children play games for more than 10 hours a day, and 8% of them even exceed 15 hours. A 16-year-old boy can play games continuously for up to 38 hours.

"This is a group of children who are being destroyed by games," said Tong Lihua, director of the Beijing Youth Legal Aid and Research Center.

What worries Tong Lihua is that what she has learned is only the tip of the iceberg of minors' indulging in online games.

According to the "Research Report on National Internet Usage of Minors in 2020" released on July 20, my country has 183 million underage Internet users, and the scale of underage Internet users continues to grow, and the trend of younger Internet users is even more obvious.

Statistics show that playing games is still the main online leisure and entertainment activity for minors, accounting for 62.5%.

"Among the more than 100 million minors who regularly play mobile online games, how many are there like the seriously addicted children we interviewed? How to solve the difficulties faced by these children and their families? How to prevent and reduce the impact of mobile online games on children’s growth Negative impacts? These issues are complex, urgent and serious." Tong Lihua said.

In recent years, in response to the problem of minors indulging in online games, the regulatory authorities have continuously upgraded their measures.

In 2019, the National Press and Publication Administration issued the "Notice on Preventing Minors from Indulging in Online Games", and adopted a series of measures to establish the National Press and Publication Administration's online game anti-addiction real-name verification system, and achieve all access to compliant online games. , Laid the foundation for the in-depth advancement of anti-addiction work.

On the basis of previous measures, the "Notice" has been added again-in addition to limiting the game time, it also requires strict implementation of the real-name registration and login requirements for online game user accounts, and no game services shall be provided in any form to users who have not registered and logged in with real-name; Publishing management departments at all levels should strengthen supervision and inspection of the implementation of relevant measures to prevent minors from indulging in online games, and deal with online game companies that have not strictly implemented them in accordance with laws and regulations.

The worse the parent-child relationship, the easier it is for children to indulge in online games

Minor users can only play games from 20:00 to 21:00 on Friday, Saturday, Sunday and statutory holidays; after the August 31 update, the stand-alone mode will be temporarily closed... Wang Kai, a student from a middle school in Beijing, is opening King Glory During the game, I saw the "Announcement of the Upgrade of the Anti-Indulgent Measures for Glory of the King".

"Actually, even if I don't have upgrade measures, I don't have time to play. I am too busy after school. But if I play, there is still a way. My account is registered with my mother's identity information, which does not affect." Wang Kai said.

The relevant person in charge of the State Press and Publication Administration pointed out that some minors use parental identity information or purchase adult identity information to bypass real-name authentication and break through identity restrictions, making the time period limit ineffective and becoming an important reason for the effect of preventing addiction.

To solve this problem, it is urgent for parents to strengthen supervision and supervision, and schools to strengthen education and guidance, to better help guide minors to understand and master the laws and regulations, and to strictly implement relevant requirements.

"At present, in preventing minors from indulging in online games, the family is one of the shortcomings. Many parents and guardians of minors do not have the ability to use the Internet, let alone the ability to guide the minors healthy online. "Yuan Ningning said.

The “Study on the Awareness and Attitudes of Primary and Secondary School Students and Their Parents on Online Games” released by the China Youth Research Center showed that parent-child relationship has a great influence on children’s online game addiction. The better the parent-child relationship, the percentage of children who use the Internet normally The higher; the worse the parent-child relationship, the more likely it is to cause children to become addicted to online games.

"A good parent-child relationship helps children use online games reasonably and form good online habits." said Sun Hongyan, director of the Children's Research Institute of the China Youth Research Center.

Parents should set an example and improve internet literacy

Not long ago, when the Thirtieth Session of the Standing Committee of the 13th National People's Congress reviewed the second draft of the Family Education Promotion Law, preventing minors from indulging in online games was one of the topics that attracted much attention.

Lu Wei, a member of the Standing Committee of the National People's Congress, pointed out that family education is the main environment for cultivating minors to form good Internet habits for their physical and mental health and preventing excessive addiction. Therefore, it is recommended to include healthy Internet access in family education to prevent minors from indulging in online games. .

"The state and enterprises have done a lot of work to prevent minors from indulging in online games. Relatively speaking, families still have some shortcomings in this regard. In this regard, it is recommended that they be improved in the draft family education promotion law." Yuan Ning Ning said.

Yuan Ningning suggested that in the second review draft of the Family Education Promotion Law, the special chapter "Family Responsibilities" should provide reminders for parents or other guardians, and explicitly require parents to prohibit minors from indulging in online games.

"At the same time, some responsibilities of online game service providers must be clarified. For example, the establishment of an anti-addiction system that uses face recognition as the main verification method to technically solve the problem of minors using their parents’ ID cards to log in to games; increase online games Service providers popularize the responsibility of preventing online game addiction to adults, so as to improve parents' online literacy." Yuan Ningning said.

Sun Hongyan pointed out that leisure and entertainment is an important motivation for minors to surf the Internet, and it is also the type of online activities most likely to have an adverse effect on minors. Therefore, parents' management of online entertainment activities for minors is very important.

Sun Hongyan suggested that parents should be guided to set an example for their children and improve management capabilities.

Form a consensus that “parents are critical to online education for minors” and study feasible ways to improve parents’ online literacy.

"On the one hand, it is clear that'family is the first classroom of life', guide parents to take the initiative to teach minors the correct use of the Internet, and encourage parents to lead by example and set a good example for their children. On the other hand, parents' use of the Internet Ability training, through community training, parent school and other forms, so that parents have the skills to correctly manage the Internet of minors." Sun Hongyan said.
