For years the 27 members of the EU have struggled to establish themselves as the foreign policy power they wish to be.

The EU's successful role in coordinating the 2015 Iran nuclear deal proved to be a diplomatic highlight, which it has struggled to match ever since.

The EU is struggling to shape world events at the same time as it needs sharper security. His concern grows as friction between the world's most powerful countries has intensified. It comes up more and more frequently with an assertive China and Russia. Focuses more and more on terrorism and takes increasingly strong measures to end irregular migration across the Mediterranean Sea from Africa. Other external pressures lead Europeans to conclude that they should extend their range of military action. The US has long wanted it to spend more on its armed forces and take on more responsibility to help stabilize countries close to its borders, such as Ukraine and Georgia,to which is now added Afghanistan. Can Europe be geopolitical and does it have the will?
