In his address last year, President Putin announced demographic mobilization, and this topic is on the agenda.

Then the Russian leader directly linked the issues of demography with the fate of Russia.

As the highest national priority, he outlined the tasks of "saving and increasing the people."

To do this, it is necessary to "get out of the demographic trap" into which the country was pulled in the 1990s.

Putin compared the demographic losses of the recent Russian turmoil with those that the country suffered during the Great Patriotic War.

On Knowledge Day, at a meeting with schoolchildren in Vladivostok, the president said that if it were not for the two disintegrations of the country in the 20th century, then 500 million would now live in Russia. This emphasis on human capital is fundamentally important. This is how the value hierarchy of modern Russia is being built. Overcoming the line of disintegration and rebuilding the country is directly connected with the issues of human saving, and through this the way out of the “demographic trap” is planned.

Focusing on a person also reveals the second priority issue of Russian modernity - the development of territories. Man and space are perceived as one and inseparable whole. Vladimir Putin in the same Vladivostok called all this "a historical task" within the framework of the Eastern Economic Forum, which "consists in not only preserving people in the territories that were mastered by our ancestors over the centuries, but increasing." This is our responsibility to history and the future. Without exaggeration, the issue of national security. The place and time for this conversation were not chosen by chance: the Day of Knowledge and the Russian Far East, where demographic gaps are most revealing.

To solve the formulated "historical task" now in Russia a clear social vector for the family and children has been designated.

This is his task for the new composition of the Russian parliament. It should be said that the outgoing Duma appeal was, as they say, in the subject and mobilized to solve these problems. So, its chairman Vyacheslav Volodin noted that "helping families, protecting motherhood, fatherhood and childhood is one of the priorities of the State Duma."

Now we are talking about the need for a comprehensive social policy in relation to families with children. So that it was not just beautiful gestures, one-time payments and benefits, but a feeling of being in demand, a family and a person from an early age in a big state affair was created. Comprehensive social policy is a kind of “home” that the state should create for the family. Comfortable, cozy, protected. This will overcome the feeling of a person's alienation from the state, which stuck like a thorn in the years of timelessness, when the thought was suggested that everyone is on his own. The state needs to demonstrate that families and children are not abandoned to the mercy of fate, that this is not a burden, but the highest value. That is why the president said that there are still not enough support measures in the country for families with children. Although quite significant steps have already been taken: from expanding the maternity capital program, introducing payments for the first child to providing primary school students with free meals.
