On August 30, at the press conference on "Recycling and Disposal of Exceeding Standard Electric Bicycles", the reporter learned that this year, nearly 100,000 exceeding standard electric bicycles in Beijing have completed the "old-for-new" replacement.
In addition, starting from November, traffic police will detain according to law the electric bicycles that exceed the standard and still drive on the road after the transition period ends, and impose a fine of 1,000 yuan on the driver.
Exceeding standard electric bicycles will be banned from being on the road in November
According to the relevant regulations of the Beijing Municipal Regulations on the Administration of Non-motorized Vehicles, the 3-year transition period for electric bicycles with temporary signs (orange number plates) will expire on October 31 this year. After the expiration, such vehicles will no longer be allowed on the road.
From November 1st, the Beijing Municipal Public Security Bureau’s Public Security Traffic Management Bureau will strictly follow the regulations and impose penalties on those who drive excessive electric bicycles on the road after the transition period is over.
178 stores can be directly registered after purchasing the car
In order to guide car owners to eliminate excessive electric bicycles in a timely manner and ensure the orderly operation of all aspects of vehicle disposal, the Beijing Municipal Transportation Comprehensive Management Leading Group formulated the "Work Plan for the Recycling and Disposal of the Elimination of Excessive Electric Bicycles."
Owners can go to more than 800 electric bicycle sales stores to buy new cars through the "old-for-new" approach, and they can also dispose of used vehicles through the Beijing Municipal Renewable Resources Recycling System.
Since the launch of the “old-for-new” electric bicycles in the first quarter of this year, sales companies have been highly motivated, and stocks of new vehicles have been sufficient.

At the meeting, the relevant person in charge informed that at present, 37% of the over-standard electric bicycles of the 7 online catering service and takeaway distribution platform companies in Beijing have completed the renewal and disposal.
The replacement rate of vehicles exceeding the standard for employees in more than 400 housing intermediaries has exceeded 30%.
Since the beginning of this year, Beijing’s electric bicycle sales stores have completed nearly 100,000 “old-for-new” vehicle replacements (excluding the number of citizens who dispose of them by themselves).
The relevant person in charge said, "The overall situation is relatively optimistic. The current survey data shows that about 40% of citizens have completed vehicle replacement. It is expected that September and October will be the peak time for vehicle replacement."
