After Liuyang Hangnan Moisture Control Agent Factory purchased 7.9 tons of nitrocellulose from Henan Chuangyue Chemical Company, it illegally reselled (letted) 3 tons of nitrocellulose to Guanghan Jinyan Firecracker Company.
