The supervision has failed at various levels. How do you analyze the reasons behind this?

Zhou Tiegang: The

quality and safety of rural houses has indeed experienced some problems over the years. So what I just said, from the source, maybe one is that we must comply with laws and regulations in our construction procedures, and the other is from the perspective of quality supervision. At present, this kind of responsibility of the department has not yet been fully clarified.

As the housing construction department, it is only responsible for the safety guidance of rural housing quality. Commercial housing is more complicated. It stands to reason that to obtain a business license, the safety of the housing must be appraised in advance. There may also be some disclosures, which leads to the current situation. In particular, there are more problems with operating self-built buildings.

The society of acquaintances contradicts strict supervision. How to solve this ecological problem in the real countryside?

Zhou Tiegang: The

responsibilities for the quality and safety of rural houses are still somewhat unclear.

Rural homesteads have a clear responsibility management department, which is now the Ministry of Agriculture and Rural Affairs.

Others, like planning approval, including the determination of rights to rural houses, are also in charge of different departments.

So on the whole, the responsibilities of the regulatory agencies have not been fully clarified, so I want to follow-up, how to understand it, clarify, and the responsibilities must be clear.

What needs to be changed to make the quality of our rural housing construction really take a big step?

Zhou Tiegang:

First of all, each department must draw a very important lesson, which must be taken seriously, their respective responsibilities must be clarified, and some management loopholes must be filled. In addition, I think from the perspective of our farmers themselves, we should also raise the awareness of house safety. The collapse of this kind of house is also caused by the accumulation of long-term hidden dangers. It has been more than 20 years. Maybe in the process of general use, the problem was not found in time, and there may also be some minor problems. No attention has been paid, so I think that in the future, such houses, including some residential houses in our vast rural areas, should have a regular medical examination system.
