There is no evidence to prove that the crime of rape has occurred.

Recently, in response to the "Ali female employee being violated" case, the public security organs simultaneously conducted comprehensive investigations and evidence collection in Jinan and Hangzhou, and carried out interrogations, access to video surveillance, fixed extraction of electronic data, and inspections in accordance with the law.
The report on the investigation is as follows:
1. The cause of the case
On July 26, 2021, Alibaba Group Wang Mowen and Hu Momin came to Mexico for a business trip and stayed at the Atour Hotel in Daguanyuan, Shizhong District.
On the 27th, Zhou (female) of Alibaba Group came to Jilin for a business trip and stayed at Atour Hotel in Jinan West Railway Station, Huaiyin District.
On the same day, Wang Moubing checked into the Vienna Hotel in Tianqiao District.
In the afternoon, a group of 4 people went to Jinan Hualian Supermarket to discuss business and successfully signed a contract.
That night, 4 people hosted a banquet for Zhang and other 4 people at Jinan Hualian Supermarket in Hualian Yucheng Fisherman's Lantern Hotel in Zhonghai District, Shizhong District.
After dinner, Zhou returned to the Atour Hotel in Jinan West Railway Station, Huaiyin District.
On the morning of July 28, Zhou thought that he might be assaulted while drunk, and called the police at noon after talking to her husband.
2. Regarding the suspect Wang Mouwen's suspected of compulsory indecency crime
At 12:34 on July 28, 2021, the Zhangzhuang Road Police Station of the Huaiyin District Bureau of Jinan City Public Security Bureau received a 110 report. The reporter Zhou said: "I was drunk last night. I came back with two colleagues. One of the male colleagues turned back and entered my room alone. At that time, I was drunk and something might happen. I want to check the monitoring of this hotel. The hotel said: "You can't watch it, it involves user privacy." I have no way to watch it. I want to ask how can I watch the video, can I say that the police can watch the video after they come? I am not injured at the moment."
After receiving the report, Zhangzhuang Road Police Station immediately handled the case and accepted the criminal case on the same day.
After the police on duty went to the Atour Light Ju Hotel, Jinan West Railway Station, Huaiyin District, they transferred to view surveillance video and inspected the room.
It was verified that Zhou reported to the police after checking out, and his room was cleaned.
Subsequently, the police immediately led Zhou to the Shandong Provincial Hospital for a physical examination.
At 15:15, the public security agency called Zhou and notified the male colleague Wang Mouwen to report to the police station for investigation.
Due to the complexity of the case, it was necessary to obtain evidence from multiple parties for investigation. According to the "Detailed Rules for Law Enforcement of Public Security Organs", on July 29, the Huaiyin District Bureau extended the period for filing and review of this case by 30 days.
On August 10, it was established as a criminal case of compulsory indecency.
It was verified that from the evening of July 27 to the early morning of July 28, 2021, Wang Mouwen entered Zhou's room four times.
The first time:
At 22:51 on July 27th, Wang Mouwen and Jinan Hualian Supermarket Chen Mouli (female) took a taxi to take Zhou Mou to the Atour Hotel in Jinan West Railway Station, Huaiyin District.
At the front desk of the hotel, because Zhou could not confirm the room number because he was drunk, Wang Mouwen held Zhou's ID card and room card to the waiter to confirm the room number.
At 22:53, Wang Mouwen and Chen Mouli sent Zhou into the room to rest.
At 22:58, after Chen Mouli left, Wang Mowen left the room 15 seconds apart.
Second time: After
Chen and Wang went downstairs, Chen Mouli took a taxi home.
At 23:04, when Wang Mouwen was about to take a taxi at the entrance of the hotel, he received a call from Hu to inform him that Zhou called him several times and was vague.
Hu Moumin learned that Wang Mouwen was still downstairs at Zhou Mou Hotel and asked Wang Mouwen to check Zhou Mou's situation.
At 23:08, Wang Mouwen canceled the order for taxi-hailing software.
At 23:16, Wang returned to the front desk of the hotel, holding Zhou and his identity card, contacted by the front desk to obtain Zhou's approval, obtained the room card for Zhou's room, and entered Zhou's room at 23:23.
In the room, Wang Mouwen carried out compulsory indecency against Zhou, and Wang Mouwen bought condoms online at 23:33.
Wang Mowen left Zhou's room at 23:43, but the condom was not delivered at this time.
At 0:00 on July 28, the courier delivered the condom to the hotel front desk (at 10 o'clock in the morning, Wang Mouwen returned to the hotel front desk to take the condom and discard it).
Third time:
At 0:00 on July 28th, Wang Mowen took a taxi at the hotel entrance and was about to leave. He received a WeChat video call from his colleague Hu Moupeng (female) in Hangzhou, telling him that Zhou had contacted him many times without knowing what words, and let Wang Mowen Check the situation of Zhou.
Wang Mouwen connected to the video call and entered Zhou's room at 0:13, and confirmed to Hu Moupeng that Zhou had fallen asleep.
At 0:21, Wang Mowen left Zhou's room.
Fourth: After Wang Mouwen went downstairs, he found that he had forgotten his public umbrella in the hotel (Daguanyuan Atour Hotel, Shizhong District) in Zhou's room. He entered Zhou's room at 0:24 and retrieved it at 0:26. After the umbrella, he left the room and took a taxi back to the hotel to rest.
3. Regarding the criminal suspect Zhang's suspected of compulsory indecency crime
On August 4, Zhou dialed 110 again to report to the police, “On the evening of July 27, I was drunk and molested when I was eating with a colleague’s leader in the Yucheng Yujia Lanhuo Hotel, Zhonghai, Shizhong District, Jinan.” Shizhong District The Seven Sages Police Station of the sub-bureau accepted the police the same day after receiving the police, and carried out investigations in accordance with the law.
On August 10, the Municipal Bureau of Central District transferred the case to Huaiyin District Bureau for combined investigation.
It was verified that during the banquet on July 27, at 21:29, when Zhou was vomiting due to excessive drinking, Zhang accompanied him out of the private room.
After Zhou left the private room, he vomited all the way to the trash can at the hotel lobby bar.
Subsequently, on the way back to the private room, Zhang carried out compulsory indecency against Zhou.
At about 22 o'clock, the banquet ended.
At 7:14 on July 28, Zhou contacted Zhang and told the room number. Zhang brought a box of unopened condoms from home and arrived at the Atour Hotel in Jinan West Railway Station, Huaiyin District at 7:59. , After knocking on the door and entering Zhou's room, he performed compulsory indecency against Zhou.
At 9:35, when Zhang left Zhou's room, he took away a pair of Zhou's underwear, and the condom (unopened) was left in the room.
4. Investigation of relevant circumstances involved in the case
1. Regarding whether Zhou was forced to travel
It was verified that in April 2021, after a certain department of Alibaba Group and Jinan Hualian Supermarket reached a cooperation intention, the unit confirmed that Zhou was responsible for the follow-up docking.
The two parties signed online on July 15 and agreed to sign on-site on July 27.
Through a large number of witness testimonies and the collection of Alibaba's business trip reporting system information, related electronic data and other evidence, it was not discovered that Zhou was forced to travel.
2. Regarding whether Zhou was "stuffed with alcohol"
It was verified that after the signing of the contract was concluded on the afternoon of July 27th, Wang Mowen proposed to celebrate the success of the contract together. Zhou ordered a restaurant and notified the participants of Jinan Hualian Supermarket of the time and place to eat.
That night, a total of 8 people ate (6 men and 2 women), 1 lady did not drink alcohol, 1 drank 2 bottles of beer, and 6 people including Wang Mouwen, Zhang and Zhou drank nearly 5 bottles of liquor.
The diners and restaurant service personnel confirmed that no one was forced to drink alcohol during the meal, and Zhou Mou drank about 350ml of white wine.
After the incident, the Huaiyin District Bureau of the Jinan City Public Security Bureau launched an investigation. In order to ensure the authority, accuracy, and professionalism of the investigation, the Jinan City Public Security Bureau mobilized capable forces to form a special case team, and asked the prosecutors to intervene in advance.
The Criminal Investigation Bureau of the Public Security Department of Shandong Province supervised and organized experts to participate in the handling of the case.
According to Article 237 of the Criminal Law of the People’s Republic of China, the suspects Wang Mowen and Zhang have been taken criminal compulsory measures by the Huaiyin District Bureau of the Jinan Public Security Bureau on suspicion of the crime of compulsory indecency, and there is no evidence to prove the crime of rape. happen.
