At about 2:40 a.m. on August 12, the rainfall in Liulin Town began to increase. More than 30 local organization cadres used loudspeakers and knocked on the door to remind and organize the transfer of the masses. At about 3:20 a.m., a police car was dispatched again. The street whistled and shouted and organized the town and village (community) cadres to urgently transfer the masses.
After the disaster occurred, the main leaders of the provincial party committee and the provincial government attached great importance to the deployment of flood prevention and disaster relief work immediately, and guided the dispatch and rescue work.
Cities, counties and towns quickly initiated emergency response. The main responsible comrades of the party and government rushed to Liulin Town as soon as possible. A disaster relief headquarters was established on the spot, and more than 1,200 professional rescue forces such as firefighting, public security, armed police, reserve personnel and local cadres and masses were organized to respond to Liulin. Rescue was carried out in the four key areas of the town’s grain management office, vegetable market, health center, and low-lying areas on the main street, and a total of 78 people were rescued; resettlement points were set up in time, and more than 450 people affected by the disaster were properly settled; professional and technical personnel were organized to respond Inundated houses shall conduct safety assessment, check risks and eliminate risks to prevent secondary disasters from occurring; earnestly implement sanitation prevention and control requirements, and meticulously do a good job in environmental elimination.
According to preliminary investigations, this round of heavy rainfall caused more than 8,000 people in Liulin Town to be affected, 21 people were killed and 4 people lost contact; more than 2,700 houses and shops were flooded and damaged, of which 221 collapsed; 11.3 kilometers of roads and 63 bridges were destroyed. , There are 725 power communication poles, the township's power and communication are interrupted, and the disaster loss is still under further verification and statistics.
