  At about 2:40 a.m. on August 12, the rainfall in Liulin Town began to increase. More than 30 local organization cadres used loudspeakers and knocked on the door to remind and organize the transfer of the masses. At about 3:20 a.m., a police car was dispatched again. The street whistled and shouted and organized the town and village (community) cadres to urgently transfer the masses.

  After the disaster occurred, the main leaders of the provincial party committee and the provincial government attached great importance to the deployment of flood prevention and disaster relief work immediately, and guided the dispatch and rescue work.

Cities, counties and towns quickly initiated emergency response. The main responsible comrades of the party and government rushed to Liulin Town as soon as possible. A disaster relief headquarters was established on the spot, and more than 1,200 professional rescue forces such as firefighting, public security, armed police, reserve personnel and local cadres and masses were organized to respond to Liulin.
