The proposal believes that New Territories North will be the main source of land supply for Hong Kong in the future. The development of New Territories North will help respond to the expectation that Hong Kong will be separated from subdivided housing and "cage homes" at an early date.

  The proposal proposes to build a “Hong Kong-Shenzhen Cooperation Economic Belt” in the northern New Territories within 10 years, so that Hong Kong will develop from the “single center” where the financial and service industries converge in Central to the South Finance and North Innovation and Technology, plus Longgutan and Tun The new layout of "Double Center and One Corridor" for Men's Inland River Terminal and Lantau Tomorrow.

  Liu Kwok-hun said that the northern New Territories refers to the entire northern part of the New Territories. If the district is divided into North District, Yuen Long and Tuen Mun, after the overall adjustment of the development scope of the New Territories North, it is estimated that more than 5600 hectares of land can be provided, which can accommodate the existing development area. About 1 million people, providing about 400,000 units and more than 650,000 jobs.

  The proposal recommends that the SAR government take the initiative to coordinate and simplify development procedures. By releasing wetlands and green belts, each port will implement “one site, two inspections” and other methods to free up land, and use railways and other infrastructure to drive development, in order to solve the housing problem in Hong Kong, and Promote Hong Kong's economic transformation.

  Liu Guoxun believes that Hong Kong society has gradually returned to stability, and now is a good time to improve the economy and people's livelihood.

The National Fourteenth Five-Year Plan supports Hong Kong to build an international innovation and technology center. There are more land in the northern New Territories and there are multiple ports connecting with Shenzhen. It is an ideal place to solve the housing problem in Hong Kong.
