After the disaster, how to repair and rebuild, and what policy support is there?

  [Explanation] On the afternoon of August 7, Henan Province held the second press conference to speed up the province’s post-disaster reconstruction. Based on the principles of practicing the people’s supremacy, coordinating development and safety, and focusing on work effectiveness, it opened up areas for damage to housing and transportation. Reconstruction after the disaster is a "good recipe".

  In the housing sector, it is necessary to carry out the verification and identification of damaged houses and the investigation of hidden dangers, to clarify the reconstruction plan as soon as possible, and to organize and implement it as soon as possible; in the transportation sector, according to the principle of "open first, then smooth", the roads blocked by water damage should be opened as soon as possible to ensure the recovery of transportation in the disaster area as soon as possible.

  [Explanation] At the press conference, Wang Feng, a member of the Party Leadership Group and Deputy Director of the Henan Provincial Department of Natural Resources, introduced that after the disaster, they mobilized backbone forces and planning experts to form a special work class, and provided various types of work through field surveys, online and offline consultations, etc. It has guided relevant counties and cities to initiate investigations and demonstrations in the areas of planning, site selection and land demand for restoration and reconstruction projects in an all-round way.

  The reconstruction of rural houses is not only aimed at resuming normal production and life as soon as possible, but also aimed at improving the comprehensive disaster prevention capabilities.

Urgent matters should be dealt with urgently, and the land used for the reconstruction of rural houses is allowed to be used first.

For the rural housing and supporting roads, schools, medical and sanitation, substations, garbage and sewage treatment and other public infrastructures that are in urgent need of restoration and reconstruction due to disasters, land can be used first.

Special affairs are handled by natural resources departments at all levels to open up green channels for land use procedures for post-disaster reconstruction projects; centralized dispatch surveying and mapping qualified units provide remote sensing images, Beidou location technical services, and provide basic support for post-disaster reconstruction project land.

  [Explanation] Regarding the road damage in the disaster, Wen Shengqiang, a member of the Party Leadership Group of the Department of Transportation of Henan Province and Director of the Provincial Transportation Development Center, made a report: The transportation infrastructure of the province was severely damaged, including 2639 expressways and 6553. A section of ordinary arterial roads was destroyed by water, and 3,852 rural roads were blocked, and the post-disaster recovery was arranged and deployed from seven aspects.

  Quickly open up broken road sections and disaster relief transportation channels; accurately verify the disaster situation; comprehensively inspect and evaluate technical indicators and safety performance of disaster-stricken roads, bridges, tunnels, transportation stations and other facilities; formulate special plans for post-disaster recovery and reconstruction based on disaster detection and evaluation; Concentrate technical forces, and complete the formulation of the restoration plan by the end of September according to the special plan for restoration and reconstruction; speed up restoration and reconstruction, and achieve "water retreat roads" for highways in flood detention areas; highways, ordinary trunk roads, and rural roads. The damaged road section will be restored and reconstructed before the end of October, the larger water-damaged section will be completed by the end of December, and the severely water-damaged section will be completed by the end of June 2022.
