The "Notice" prohibits schools from organizing elementary and middle school students to participate in joint or monthly exams in any form and scope.

  The "Notice" clearly stated that it is strictly forbidden to conduct district-wide and district-wide subject unified examinations (including academic quality monitoring) for the first to third grades of elementary schools; for the fourth to eighth grades, district-wide subject unified examinations are strictly prohibited.

If each district wants to conduct academic quality monitoring, no more than once per academic year, and only random sampling monitoring, the proportion of randomly selected students shall not exceed 30% of the current grade.

  The "Notice" pointed out that in accordance with relevant requirements, the academic evaluation of primary school students strictly implements a ranking system; no mid-term examination or examination is conducted at the elementary school stage; final examinations can be carried out in the first and second grades of elementary schools, and written examinations are not allowed in the first grade; the end of the third, fourth and fifth grades The examination is limited to two subjects: Chinese and Mathematics. Other subjects are only subject to examination. The examination form can be flexible and diverse, and the ranking system is strictly enforced.

  In junior high school, except for Chinese, mathematics, and foreign language subjects, which can hold mid-term and final exams, other subjects only conduct final exams or examinations; ethics and rule of law, history, and geography are tested in open-book form or a combination of open-book and closed-book; physics, Chemistry and life science disciplines should strengthen hands-on experimental ability testing; information technology, labor technology, sports and fitness, art, music, and fine arts disciplines should only conduct operational, application, and practical testing.

  The "Notice" mentioned that primary and secondary schools should persist in offering special education on integrity education, mental health education, national defense education, ethnic unity education, legal education, and environmental education.

The "Notice" requires the entire city of Shanghai to further implement the "Happy Activity Day" in the primary school in the 2021 school year, and encourages all districts to explore the pilot program of the "Happy Activity Day" in junior high schools.
