China News Agency reporter Suo Youwei

"Let’s not underestimate the wisdom of investors. They understand the political methods of some Western countries. For example, the United States recently issued a so-called'business warning' to US companies operating in Hong Kong to degrade Hong Kong’s investment environment, and the American Chamber of Commerce in Hong Kong issued a statement immediately. Said that Hong Kong remains an important and active promoter of East-West trade and capital flows."

Li Mingkui, Dean of the Hong Kong School of Public Administration and former Director of the Hong Kong Police Force, said in an exclusive interview with a reporter from China News Agency a few days ago: "Investors working in Hong Kong and in Hong Kong have evidence that they believe that investing in Hong Kong is beneficial and stable. Know who is telling the truth and who is lying. The statement of the American Chamber of Commerce in Hong Kong gave these Western politicians a slap, and it is true."

Li Mingkui has served the Hong Kong community in the police force for more than 30 years. He retired early in January 2007, breaking the tradition of accumulating leave after serving as the Chinese chief of the Hong Kong Police Force until the prescribed retirement age, so as to facilitate the smooth succession of other police officers.

In July of the same year, Li Mingkui was awarded the Golden Bauhinia Star.

Li Mingkui, who has been in the police force for nearly 15 years, has gray hair and sideburns, but he is still tall and straight.

Talking about the effectiveness of Hong Kong’s National Security Law for more than a year, he said: “As a Hong Kong citizen, I think Hong Kong’s society is much safer and more stable. Some people, especially some media, say that Hong Kong’s National Security Law has an impact on their freedom. But all freedom is not unlimited. The most important thing to talk about freedom in Hong Kong is not to break the law, not to affect the freedom of others because of one's own freedom, and not to break the law under the pretext of freedom."

"There are many people in Hong Kong who don’t know much about the law, especially a new and more complicated law. The public should know more about the requirements of the law and what circumstances are illegal and deliberate provocations. Those who knowingly commit crimes must act in accordance with the law. The consequence is to be sanctioned by the law." Li Mingkui believes that the implementation of the Hong Kong National Security Law requires both grace and power. In the past two years, the use of false information on the Internet to deliberately smear the police and government information and information has a great impact on the general public. , Especially for young people, so it is necessary to provide targeted guidance at all levels of family education, school education, and social education. “So the SAR government needs to legislate or take some legal actions to combat fake news. I think It should be."

Xia Baolong, vice chairman of the National Committee of the Chinese People’s Political Consultative Conference and director of the Hong Kong and Macau Affairs Office of the State Council, recently delivered a speech at the “Review and Prospects of the First Anniversary of the Implementation of the Hong Kong National Security Law”, praising the Hong Kong Police Force as “the pride of Hong Kong, the pride of the country, and the hero of Hong Kong” .

Li Mingkui was very pleased with this: "I personally think that the Hong Kong police can indeed be said to be one of the best police forces in the world. The facts in the past two years have once again proved that the Hong Kong police are the best."

Xia Baolong emphasized in his speech that "patriots ruling Hong Kong" is the call of the times to advance the cause of "one country, two systems".

Li Mingkui agrees with this.

He said: "Basically every country has patriotic requirements for people participating in politics. It is impossible to find someone who does not love the country to govern this place. There are many people in Hong Kong who are interested in politics, but they have insufficient governance experience and ability. These people need to learn more and understand the history of Hong Kong’s political environment and the real demands of society.”

After retiring from the Hong Kong Police Force, Li Mingkui joined the ranks of volunteers as the dean of the Hong Kong School of Public Administration.

According to Li Mingkui, civil servants from the Mainland and Hong Kong have been communicating more frequently in recent years because the relationship between the new crown pneumonia epidemic has been affected.

"I hope that after the epidemic, the police colleagues in the Mainland can come to exchange the experience of the Hong Kong police in dealing with anti-violence incidents." Li Mingkui said: "Our college is very happy to act as a bridge between the two places. More cooperation. The Hong Kong police will go to the Public Security Bureau of the Mainland to take off their duties. You can deeply feel the situation in the Mainland. This should be implemented more. We are very happy to make this arrangement." (End)
