The formation of the Emirati Human Resources Development Council in Dubai is not a passing event, and the new council is not an honorary or formal council, and this step is indeed a qualitative and vital step for the future of future generations, and this decision, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, in his capacity as the ruler of Dubai , is one of the most important government decisions, if not the most important at all, in the field of human resource planning, and charting the future of employment in the Emirate of Dubai.

Employment is a global problem, and all governments prioritize reducing unemployment, and the Dubai government is no exception, and its recent concern is how to ensure job opportunities for all current and future graduates, a task that is certainly not easy and requires concerted efforts of the government and private sectors, and it is never a secret To know that the government sector is a sector with limited jobs, no matter how many jobs there are, it will not be able to absorb the number of graduates in the coming years, so it was necessary to take immediate, practical and field action to involve the private sector in the responsibility of hiring citizens, not by force, but by providing cadres Young citizens are qualified to work with the mentality, system and nature of the private sector, and here lies the responsibility of the new council.

The decision to establish the Council includes a very important item. This item addresses an eternal defect in the issue of employing citizens in the private sector, and fills a large gap that caused the loss and dispersal of the file of this issue between the various parties. The decision to establish the Emirati Human Resources Development Council in Dubai emphasized that « A reference body representing the entities concerned with the development of Emirati human resources in the private sector in Dubai, which is concerned with ensuring that there is an attractive and stimulating environment in it to attract Emirati human resources, and will work to ensure that the educational outcomes of Emirati students are aligned with the requirements of the labor market in the emirate, according to the sectors of strategic priority. Thus, the Council will cut off all the excuses that some large companies can use to refuse to appoint citizens to them, the most prominent argument being the lack of qualifications and their unsuitability to work in the private sector!

The next stage is difficult and sensitive, and the government has no choice but to involve the private sector in the recruitment processes of Emiratis, and this new decision deals with the matter very intelligently, as it has entered the private sector as a key partner in the planning, rehabilitation and employment processes, which is practically all stages of employment, and thus there is no doubt that the final outputs Of the graduates, the private sector will be accepted, because it is aware of their qualifications and specializations in advance, so it is a partner from the beginning, so it cannot refuse to appoint them in the end, and here the qualitative difference is evident in this new solution invented by the Government of Dubai, and directed by His Highness Sheikh Mohammed bin Rashid Al Maktoum Hence, optimism has increased to increase the share of citizens’ employment, and to reduce their unemployment rate remarkably, and from here also the responsibility of the president and members of the new council increases, as the tasks assigned to them are difficult, and their work draws the future of thousands of young people, but the task is definitely not impossible.
