The judges have taken into account, to authorize these limitations, a report prepared by the deputy director of Information on Health and Epidemiology and by a university expert in vaccines, which covers the measures for "the negative evolution of the epidemiological and sanitary situation" in Galicia .

Those with the highest negative incidence, according to the order, are located in Vigo, Pontevedra, O Baixo Miño, Valdeorras, Ourense, O Carballiño, A Mariña, Terra de Melide and Barbanza.
