Imagine several types of digital responses to crises

The senators list in this document several types of responses to future crises, whether they are health or of another nature.

They thus offer a “toolbox”, a platform centralizing data from several players and which can be activated in the event of a crisis.

As for the proposal of an “electronic bracelet” in the event of quarantine, it is part of a range of measures which would aim to “constrain” and “control”.

The senators also cite the "control of transactions" in order, for example, to detect a purchase of a medical nature.

They also imagine a “control of the associates” to “go to see a vulnerable member of his family when one is contagious”, and “the control of the state of health via connected objects”.

"Do everything beforehand so as not to get there"

The senators note that "these tools [to constrain and control] are the most effective, but also the most infringing on freedoms".

Why, then, consider them?

“It would be irresponsible not to at least consider them, if only to convince oneself to do everything upstream not to come to this.

Throughout the text, the senators recall that, whatever the response chosen in response to a crisis, it must be "proportional" to the importance of the crisis.

This use of digital technology should also make it possible to “individualize” the measures and to “limit them in time”, an option that is preferred by senators over measures that target all citizens, such as confinements.

Elected officials take the example of people who tested positive during this pandemic: "Only people diagnosed positive, i.e. 65,000 people currently [in May 2021] (0.1% of the population), could be required to take specific health measures (quarantine ), compliance with which would be controlled (geolocation, etc.) and, if necessary, strongly sanctioned ”.

The rest of the population would have "no restrictions" placed on them.
