On July 21, Lu Yugang, Director of the Department of Basic Education of the Ministry of Education, stated that since the 18th National Congress of the Communist Party of China, China’s pre-school education has achieved rapid development by leaps and bounds. As an important goal, research, develop, deploy and implement the fourth pre-school education action plan.
The first is to further improve the universality of pre-school education.
By 2025, the national gross enrollment rate in the three years before school will reach 90% or more, and the coverage of inclusive kindergartens will be further increased.
The second is to further expand inclusive preschool education resources.
Fully consider the changes in the birth population and the process of urbanization, and scientifically arrange inclusive kindergartens with counties (districts) as the unit.
It is to make this plan well.
It is necessary to vigorously develop public kindergartens and improve the management mechanism for the construction of supporting kindergartens in the community.
In the past two years, we have exerted great efforts in the governance of community kindergartens. More than 20,000 kindergartens have been recycled and 4.16 million degrees have been added, effectively supporting the realization of the goal of universal benefit.
In the next step, we must consolidate this work and further improve it.
At the same time, actively support private parks to provide inclusive services, and improve the public service system of urban and rural preschool education.
The third is to improve the funding guarantee mechanism.
Implement a guarantee mechanism that focuses on government investment, rationally share family funds, and raise funds through other multiple channels, and increase funding for children from families with financial difficulties to receive inclusive pre-school education.
The fourth is to comprehensively improve the quality of care and education.
In-depth implementation of the "Guide to the Study and Development of Children 3-6 Years Old", adhere to the basic activity of playing games, and scientifically promote the effective connection of primary schools and kindergartens.
