In August 2020, the Public Interest Litigation Team of the Second Procuratorate of the Xiuwu County Procuratorate learned during a visit to Dexin Company that the company is a food waste franchise enterprise designated by the Jiaozuo City Government and a state-owned public welfare enterprise. , Responsible for the collection, transportation and treatment of kitchen waste.
In May 2020, the company signed agreements on the unified collection and transportation of food waste with 67 catering companies in Xiuwu County.
However, only 14 companies were actually delivered and transported, and the daily collection and transport volume was only more than 300 kilograms.

Some catering companies that have signed a unified collection and transportation agreement for food waste with Dexin Company violated the "Interim Measures for the Management of Food Waste in Jiaozuo City" and other regulations, dumping food waste to the sewer at will, or handing it over to unlicensed farms for collection and transportation Households, farmers directly feed livestock and poultry without treatment.
These food wastes dumped at will or flowed into livestock and poultry farms not only cause environmental pollution, but also bury hidden dangers for food safety.

The County Bureau of Agriculture and Rural Affairs carried out a pull-net investigation on all livestock and poultry farmers within its jurisdiction, and strengthened the supervision of the feeding link.
