On July 20, the Ministry of Youth Rights Protection of the Central Committee of the Communist Youth League, China Internet Network Information Center (CNNIC), and China Youth New Media Association jointly organized a seminar on the topic of "Network Protection · Guarding Growth" in Beijing, and released the "Internet Use of Minors in China in 2020" Situation Research Report.

The report shows that the scale of my country's underage Internet users continues to grow, and the trend of younger age who touches the Internet is more obvious.

  The report shows that the Internet penetration rate of minors in urban and rural areas has basically leveled, but there are differences in specific network applications.

The difference in Internet penetration among minors between urban and rural areas has declined for two consecutive years, from 5.4% in 2018 to 3.6% in 2019, and to 0.3% in 2020.

In terms of network applications, the proportion of urban juvenile netizens using search engines, social networking sites, news, shopping and other applications with strong social attributes is more than 6% higher than that in rural areas, while rural juvenile netizens use short videos, animations or comics and other leisure and entertainment applications The ratio is higher than that in towns.

  The report shows that most minors have their own Internet devices, and new smart terminals are rapidly spreading.

Mobile phones are the primary Internet access device for minor netizens, with 92.2% of them using them.

The proportion of underage netizens owning their own Internet devices reached 82.9%, of which 65% owned mobile phones, followed by tablet computers 26%.

About a quarter use smart watches (including phone watches) to surf the Internet.

With the maturity of related industries such as smart devices and wearable devices, and the gradual rollout of 5G networks, new smart devices such as smart watches have become popular among minors rapidly, expanding the environment for minors to surf the Internet.

  The Internet is still an important learning position for minors, while the audience for emerging online entertainment and social activities is increasing.

The report shows that the proportion of underage netizens learning extracurricular knowledge through the Internet and receiving online education and tutoring continues to increase, an increase of more than 7% over 2018.

After the outbreak of the new crown pneumonia, the Internet has become an important guarantee for "stopping classes and not stopping school", and 93.6% of underage netizens learn through online classes during the epidemic.

As an emerging form of entertainment, the proportion of minors watching short videos increased from 40.5% in 2018 to 49.3%; 8% participated in fan support, and the main participants were junior high school students.

  The network security environment has been significantly improved, and minors’ awareness of network rights and interests has continued to increase.

The report shows that on June 1 this year, the newly revised Law on the Protection of Minors was formally implemented, with the addition of a special chapter "Network Protection", which is the first time that the law provides for the protection of minors online, which is a milestone.

With the continuous improvement of laws and the continuous advancement of special actions, the network security environment for minors continues to improve. The number of minor netizens who believe that they have encountered cybersecurity incidents in the past six months is 27.2%, a decrease of 6.8% from 2019.

Their own awareness of rights and interests has also been continuously strengthened, and 74.1% of them know that rights and interests can be maintained or reported through the Internet.

  The report puts forward specific recommendations on how to better promote the online protection of minors in China: improve the mechanism for preventing youth addiction on the Internet, consolidate the main responsibilities of online enterprises such as games and live broadcasts, encourage the development of exclusive applications for minors, and attach importance to the possibility of new smart terminals Existing information security risks; improve the ability of rural minors to use the Internet, strengthen education and training of rural students’ online skills; pay attention to the online consumption behavior of minors, attach importance to the operation of online communities, and continue to strengthen the supervision of online games and live broadcast platforms; improve Online education mode, build a unified entrance, improve online teaching methods, and promote the fairness of educational resources; guide parents to take the initiative and lead by example, improve their ability to guide and manage children’s use of the Internet, and encourage social forces to participate in solving some families’ underage Practical difficulties in the management of children’s use of the Internet.
