Small French businesses called on Monday, through the voice of two organizations, for a revision of the bill on the extension of the health pass, which plans to penalize business leaders from the beginning of August.

Two employers' organizations, the Confederation of Small and Medium-Sized Enterprises (CPME) and the Union of Local Businesses (U2P), protested against this part of the bill, in separate press releases.

Penalties in the event of failure to control the pass

They oppose the sanctions to which business leaders - restaurateurs, operators of cinemas or a transport service - would be liable in the event of failure to control the pass for access to their establishment.

Or a maximum fine of 45,000 euros and one year in prison, according to the preliminary draft.

The bill, with the exact penalties, will be adopted on Monday in the Council of Ministers.

But the Minister of the Economy, Bruno Le Maire, has already qualified the amount of 45,000 euros as "excessive", Monday morning on France 2.

The CPME is launching a petition “to oppose this abusive penalization and these totally disproportionate sanctions”, while stressing that vaccination “is the solution to avoid a new (…) disastrous re-containment” for companies.

"The State discharges on the professionals"

The U2P for its part deplores the fact that "the State discharges itself onto the professionals to ensure the implementation of its decisions and the management of their proper application".

In addition, the U2P, which advocates extending the vaccination obligation to the entire population, "refuses that the dismissal of an employee who refuses to be vaccinated is the responsibility of the company".

It therefore calls on "parliamentarians to change the bill (...) by reducing the burden and responsibility weighing on business leaders affected by the health pass of their customers", as well as "by setting the deadlines for implemented in consultation with professionals ”.
