The problem of PC-side application software pop-up windows is mainly focused on the content of the pop-up windows that are obscene, pornographic and vulgar. The commercial promotion information is not explicitly advertising, and the source and software name are not indicated. The network pop-up window does not have a close button or the button is not eye-catching. It can be closed with one click.

There are ticking and bundling of other software in software installation, and there are also high frequency of network pop-ups, a large number of one-time pop-ups, and the size of the occupied web page is too large.

  Network pop-ups refer to the windows that pop up automatically after users open the software, and their contents are mostly advertisements or news information and other promotional content.

  According to the 47th "Statistical Report on the Development of the Internet in China" issued by the China Internet Network Information Center, among the software commonly used by Internet users in my country, as many as 1221 have Internet pop-ups, and 82.4% of the respondents say they dislike Internet pop-ups. .

  According to data from the Public Opinion Monitoring Center of Jiangsu Consumer Network, from January 1, 2021 to the present, there are 5935 pieces of public opinion information related to online pop-ups in Jiangsu Province, of which 3737 pieces of negative public opinion information, accounting for 62.97% of the total.

The main problems involve the vulgar content of online pop-ups, suspected information fraud, etc., which endanger the physical and mental health of consumers and the online environment.

  The Jiangsu Provincial Consumer Protection Commission conducted an experiential survey on some personal computers that are currently used frequently, downloaded a lot, and consumers have reported many problems.

It is understood that this survey uses online questionnaires and sample experience. The survey objects cover chat tools, video software, browsers, office software, input methods, music software, download tools, security antivirus, graphic images, system tools, 30 softwares including theme wallpapers.

  Of the 30 applications downloaded from official channels, 13 have pop-ups on the Internet, accounting for 43% of the total survey.

Xunlei, Bird Wallpaper, Baofengyingyin, Kuwo Music, Love Editing, 360 Safe Browser, ACDsee, 2345 Viewing King, 360 Security Guard, QQ, Tencent Video 11 software web pop-ups, installation, advertising content, advertising There are different problems in the detection of features, advertising function buttons, etc., which accounted for 37% of the total software in this sample experience survey.

  The survey results showed that 78% of consumers reported that they had encountered network pop-ups during the use of PC-side application software.

58% of consumers often encounter shopping advertisements, 53% of consumers often encounter game advertisements, and 42% of consumers often encounter film and television advertisements.

  Experience personnel found that in downloading application software from official and third-party platforms, a total of 4 software had illegal content in online pop-ups.

  In the official download application software, when Baofengyingyin is installed, the content of the software pop-up window that is checked by default contains obscene, pornographic and vulgar information.

360 Security Guard’s pop-up content also promotes illegal drugs, exaggerates the efficacy of drugs, and is suspected of false publicity.

  In the bird wallpapers downloaded on third-party platforms, there are many advertisements that use provocative images or language to induce clicks, which are suspected of involving obscene, pornographic or vulgar information.

Article 15 of the "Administrative Measures for Internet Information Services" and Article 9 of the "Advertising Law" stipulate that pornographic, gambling and drug information is not allowed to be published, and of course it is not allowed to Publishing in the form of advertisements is itself illegal.

  In the Jiangsu Consumer Protection Commission’s experience survey, in addition to detecting the content of the PC-side application software network pop-ups, it also investigated the characteristics of the network pop-ups, including the location and size of the network pop-ups, and whether commercial promotion content is labeled Advertisement type, advertisement source and software name, etc.

  According to the "Interim Measures for the Administration of Internet Advertising", Internet advertisements should be identifiable and marked as "advertisements" so that consumers can identify them as advertisements.

The special action to "rectify network pop-ups" jointly launched by the State Cyberspace Administration and other departments requires that the number and location of network pop-ups should be controlled and the consumption experience of netizens should not be affected.

  The experience survey results show that there are 6 commercial advertisements in the software web pop-ups downloaded from official channels that are not marked with the word "advertisement". Among them, there are 4 softwares: Bird Wallpaper, 360 Security Browser, 360 Security Guard, and Tencent Video The online pop-up window neither indicates the advertisement nor the source of the advertisement.

The pop-up window size of 2 software is too large.

  Among the software downloaded from official channels, the content of the 360 ​​security browser web pop-up that involves commercial promotion is not marked with the word "advertisement", and the name of the advertisement or the name of the application software to which it belongs is not displayed in the title area.

There are many pop-up windows in the 360 ​​security browser, as many as 3, which affects the normal use of the Internet by users.

The frequency of the network pop-up windows of the 360 ​​security browser is relatively high. According to statistics, there are as many as 9 pop-up windows within 15 minutes.

  Download 360 Security Guard from official channels. The content of its online pop-up window contains the promotion of drugs and secret prescriptions, exaggerating the efficacy of drugs, and the illegal promotion and use of the image of doctors and experts in advertisements.

The content related to commercial promotion in 360 Security Guard’s network pop-up window is not marked with the word "advertisement", and the name of the advertisement or the name of the application software to which it belongs is not displayed in the title area.

  According to the online survey questionnaire of Jiangsu Consumer Protection Commission, 60% of consumers are often troubled by pop-up advertisements in the process of using software.

In addition, 62% of consumers said that they have encountered the automatic playback of voices in the Internet pop-up window, which seriously affects their daily life and learning use.

Whether the pop-up advertisement can be closed with one click has also become an important test item in this experience survey.

  Article 44 of the "Advertising Law" stipulates that the use of the Internet to publish and send advertisements shall not affect the normal use of the Internet by users.

Advertisements published in the form of pop-ups on Internet pages should be marked with a close sign to ensure one-click close.

  In the process of this experience survey, a total of 4 software pop-ups that were downloaded from different channels could not be "closed with one click", and there was no close function button.

There are 2 models downloaded from official channels that do not have a close button, they are 2345 Kantu Wang and Tencent Video.

The pop-up windows of 2345 Kantu Wang, Iqiyi, and Master Lu downloaded from a third-party platform do not have a close function button.

  In the experience survey, there are 3 types of pop-ups with high pop-up frequency from the official downloaded application software: 360 security browser pops up 9 times within 15 minutes, Baofengyingyin and the software that is checked by default during downloading pops up 6 times within 15 minutes, and cool I search for music once and play once.

  Part of the application software still has a large number of pop-ups at a time. The official 360 security browser pop-up window pops up 3 at a time.

  In the experience survey, there are 10 softwares in different download channels that cannot set the pop-up period or will not pop-up permanently.

After consumers click the close button, they may still pop out of the pop-up window again, affecting normal use. They are 2345 Picture King, Thunder, Bird Wallpaper, Kuwo Music, Love Clip, ACDsee, Tencent Video, Master Lu, and iQiyi. , QQ browser.

  In recent years, problems such as the inability to close with one click and pornographic content in online pop-ups have been widely discussed, and online pop-ups have gradually entered a period of strong supervision.

In the "New Wind 2021" campaign launched by the National Office of "Anti-pornography and Anti-illegal" in March this year, a special rectification of online pop-ups was clearly carried out, and penalties for vulgar Internet pop-ups were increased.

  Experts said that to control violations of pop-ups, we must adhere to the problem-oriented approach, implement precise policies, further revise and refine management measures, standardize the operation of pop-ups, and radically address the problem of nuisance to the people of the Internet pop-ups from the source.

  The Jiangsu Consumer Rights Protection Committee will conduct intensive interviews with software companies affiliated with Internet pop-ups that have problems in the investigation, and discuss with related enterprises to formulate relevant group standards, safeguard the legitimate rights and interests of Internet users, and build a good Internet ecology.

  Internet pop-ups are pervasive, and frequent pop-ups without discussion have infringed on consumer rights.

Coupled with the vulgar content and the inability to close it with one click, it has also endangered the physical and mental health of consumers.

Although the Internet pop-ups have been constantly rectified in recent years, they have been repeatedly banned.

As individuals, it is difficult for consumers to defend their rights on these issues.

As experts have said, how to formulate standards or legislation, prescribe the right remedy and increase penalties, so that pop-ups will no longer be random and no longer become cyber psoriasis.
