  Recently, Beijing issued the "Administrative Measures for the Introduction of Graduates in Beijing", clarifying that Beijing will establish a three-level management system composed of the Municipal Human Resources and Social Security Bureau, the competent unit, and the employer, and implement precise introduction and hierarchical management of graduates.

Graduates of masters and doctorates from universities across the country, undergraduates from universities in Beijing and “double first-class” universities outside Beijing can apply for introduction by employers.

  Fresh graduates who are listed in the national unified enrollment plan and have no labor (recruitment, employment) relationship with any unit during the period of their highest academic qualifications, and who have obtained academic degrees on time, who are not permanent residents in Beijing, are all within the scope of introduction.

At the same time, graduates who are employed for the first time within two years of graduation will also be implemented.

  Introduce graduates to protect the needs of urban development

  The "Measures" clearly stated that the introduction of graduates focuses on supporting the development strategy, implementation of major plans, and construction of major projects in Beijing; ensuring basic needs in public services such as education, health, culture, sports, and urban operation; supporting the development of suburban areas, difficult industries, and grassroots ; At the same time, refer to the demand of the year and the training and retention of graduates introduced in previous years.

Each district focuses on the positioning of regional functions, and comprehensively considers the development prospects of the employer, the contribution of finance and taxation, the employment of employment, and the training of graduates to retain the graduates, etc., to allocate indicators.

  At the same time, it is clear that for graduates who start their own business during school or during their leave of absence, if the graduates themselves are the promoters or main founders of entrepreneurial enterprises, and the proportion of shares held by themselves when starting the enterprise is not less than 10%, the entrepreneurial enterprises belong to the priority development Industry, innovation and entrepreneurship with outstanding results or significant employment promotion effects can also apply for introduction.

  Clarify the employers and the conditions for introducing graduates

  Employers that introduce graduates must meet four conditions: one is to register in the administrative area of ​​Beijing; the other is to operate in good condition and pay taxes according to law; and the third is to have personnel file management authority or entrust Beijing human resources service agencies to manage files and Go through the formalities for settlement; fourth, the entry requirements for employers in the region (system) stipulated by the competent unit.

  For graduates, the majors they study should meet the needs of the employer’s main business development and have a high degree of matching with the positions.

In principle, undergraduate students should not exceed 26 years of age, master students should not exceed 30 years of age, and doctoral students should not exceed 35 years of age.

At the same time, one of the following conditions should also be met: one is a master's and doctoral degree; the second is a college graduate in Beijing and outside Beijing’s "double first-class" construction colleges and universities; the third is a screenwriter, director, actor, and stage technology in the cultural industry For other positions, graduates from art colleges approved by the Ministry of Education that can independently set up undergraduates can be introduced; fourth, athletes, coaches, and event operations in the sports industry can be recruited for undergraduate graduates from national professional sports colleges; fifth Teacher posts in suburban primary and secondary schools and kindergartens can introduce undergraduate graduates from provincial normal colleges or teachers majors in other universities; sixth, medical, pharmacy, nursing, and technical posts in the suburban medical and health system can introduce undergraduate graduates from ordinary medical colleges and universities at the provincial level , Beijing’s medical and health system can recruit undergraduate graduates who have passed the standardized training of resident physicians for medical, pharmaceutical, and technical positions.
