China News Service, Yichang, July 15 (Zhang Pengbin) According to the news from the Yangtze Three Gorges Navigation Administration on the 15th, up to now, all the tourist ships operating in the waters of the Three Gorges Dam area have completed the "double lead seal" of the domestic sewage discharge valve to achieve water pollution. "Zero Emissions" of substances.

It is reported that there are a total of 56 tourist ships operating in the waters of the Three Gorges Dam, including 10 short-distance tourist ships and 46 inter-provincial tourist ships, involving 14 tourist passenger ships.

Tourist passenger ships have the characteristics of a large number of passengers, long voyage time, and a lot of water pollutants. This is also the difficulty in promoting tourist ships to implement "zero discharge" of ship water pollutants.

The Three Gorges maritime law enforcement officers carried out the "double lead sealing" work for the domestic sewage discharge valve of passenger ships.

In response to these difficulties, the Maritime Department of the Three Gorges Dam area innovatively explored and implemented “1 commitment, 2 regular, 3 full coverage” monitoring measures for passenger ship water pollutants, that is, signing a “zero discharge” commitment letter; regular flag state Safety inspections, regular submission of water pollutant inventory data; special inspections for pollution prevention of passenger ships arriving at the port for the first time must be carried out to ensure full coverage of the "one ship, one file" data on passenger ship pollution prevention supervision, and full coverage of on-site supervision and spot checks of arriving passenger ships throughout the year. Lead seals for direct discharge of domestic sewage from passenger ships have reached full coverage.

In order to actively guide the implementation of the “zero discharge” mode of water pollutants from tourist ships, the Maritime Affairs Department of the Three Gorges Dam area strictly implements the “three must and one confirmation” measures of the pollutant ship-to-shore handover and inspection system (the implementation of ship terminal pollutant facilities must be in effective state , Ship pollutants must be delivered before operation, the information system must be used when pollutants are delivered, and the pollutants must be delivered to the ship’s terminal to confirm measures), implement reporting systems and inventory management, and continuously strengthen the on-site supervision of passenger ship water pollutants, and the port terminal Regarding a grid-based supervision, we proactively carried out special inspections on anti-pollution of tourist passenger ships, and achieved “full coverage” of the supervision and inspection of tourist passenger ships in the jurisdiction.

Up to now, all 56 passenger ships operating in the waters of the Three Gorges Dam area have applied for "zero discharge" of water pollutants and submitted a "zero discharge" commitment letter to the Three Gorges Maritime Agency.

Prior to this, a total of 90 port-operating ships including pollutant receiving ships, floating supermarket ships, ferry ships, inter-regional passenger ships, official ships, and bunkering ships in the jurisdiction, and year-round arrival cargo ships and ro-ro ships have all completed "zero emissions". Transformation to realize the "onboard storage and shore disposal" of water pollutants.
