In a case where a telecommunications carrier in Tokyo was caught by the Aichi Prefectural Police for avoiding payment of mobile phone call charges, the actual owner arrested was an affiliated company with a special device that can make many calls at once. According to an interview with an investigative official, it was found that there was a suspicion that the phone was installed in Tokyo and made calls from multiple locations.


Police are investigating the fact that they have dispersed the calling locations so that a large number of calls that violate the rules of the "all-you-can-call" plan are not discovered.

A total of 15 people, including Masafumi Watanabe (42), the actual owner of the telecommunications carrier "BIS" in Shinjuku-ku, Tokyo, were systematically spared from paying about 5.7 million yen for mobile phone calls. I was arrested on suspicion of fraud.



Between mobile phone and landline companies, a line usage fee called "access charge" is to be paid to the person who made the call to the person who received the call, depending on the call duration.



Watanabe and his colleagues abused this mechanism, contracted for NTT DoCoMo's unlimited calling plan for 500 lines, continued to make a large number of calls to their landlines, etc. in violation of the plan's terms, and used the line from NTT DoCoMo. It is believed that he was fraudulently earning at least 3 billion yen paid as a fee.



A special device called a "gateway" that can make many calls at once was used for a large number of calls, and Watanabe and his colleagues installed this device at an affiliated company and had them make calls from multiple locations. , I found out by interviewing the investigators.



The police are investigating, assuming that the transmission locations were dispersed so that fraud was not discovered.
