The Action Plan puts forward four major tasks and 16 specific measures: "Implementation of a strong foundation for health project", "Expanding group assistance to Xinjiang", "Supporting the construction of the public health system", and "Developing medical services to benefit the people". In response to the weak construction of medical and health teams in aided areas, the "Blue Project" in medical and health care was proposed to strengthen mentoring and training of qualified personnel.
In response to the need for the prevention and treatment of major diseases, it is proposed to build a lung disease diagnosis and treatment center in southern Xinjiang to comprehensively improve the prevention and treatment capabilities of tuberculosis and other pulmonary diseases in the recipient areas.
In response to the needs of the construction of healthy Kashgar, a national health assessment project to support the Kashgar area was proposed to help carry out disease spectrum analysis and cultivate talents for prevention and treatment of chronic diseases, so as to lay a solid foundation for the construction of healthy Kashgar.
According to reports, the “14th Five-Year Plan” key projects of Shandong’s health assistance to Xinjiang have been fully launched. The release of the "Action Plan" provides basic directions and specific paths for Shandong’s health assistance to Xinjiang in the next period of time. It also marks the beginning of Shandong’s health assistance to Xinjiang. The implementation of the 14th Five-Year Plan for Health Aid to Xinjiang has entered a new stage.
