  ● Crack the problem

  Nearly 2.4 million yuan in salary was recovered

  "We went to a construction site in Daxing District after the Spring Festival this year, but did not pay wages until April, so I called the 12345 hotline." Zhang, a migrant worker from Anhui, introduced that his engineering team has a total of 117 people in Daxing. After the construction site of a family building in the district, after the complaint, the labor security supervision department investigated and mediated, and the salary was paid at the end of the month.

  Song Adi, a cadre of the Human and Social Security Comprehensive Enforcement Team of Daxing District, introduced that in April this year, he successively received the "12345" hotline, letters and visits, complaints and reports and other channels that reported the lack of salary for a project in the district. The unit conducts interviews and dispositions.

After careful investigation and mediation, the project party quickly paid the 117 migrant workers' wages of 2,398,182 yuan.

  According to Zou Peng, deputy head of the Beijing Municipal Labor Security Supervision Team, in order to ensure that the wages of migrant workers are paid on time and in full, Beijing has issued a batch of documents to clarify the system to implement quantitative targets, special accounts for migrant workers’ wages, general contractors’ wages, and The real-name management system will achieve 100% full coverage by the end of the year, and the project payment guarantee and the project labor cost split account management will reach the goal of full coverage within 2 years.

In the first quarter of this year, the coverage rate of special accounts for migrant workers’ wages was 87.8%, the general contractor’s wages were 80.8%, the real-name management was 95.4%, the split-account management was 64.8%, and the project payment guarantee was 28.4%.

  At the same time, the labor security supervision department also analyzed the original distributions of 26,507 claims from January to March, clarified the different nature and resolution of wage and labor compensation disputes, carried out operator training, and urged the two levels of industry authorities in the urban area to jointly promote The service industry handles wage arrears or claims related to remuneration.

  Under the above-mentioned series of measures, from January to May this year, Beijing investigated and prosecuted 3,177 cases of wage arrears, and paid more than 104.607 million yuan to 8539 workers.

Among them, 1989 cases in which employers owed wages to migrant workers were investigated and dealt with, and 59.921 million yuan of wages were recovered for 4147 migrant workers.

In May, the 12345 citizen hotline reported 8,994 cases of wage arrears or compensation-related claims, a decrease of 29.3% compared with February, and basically the same as those in March and April.

  Beijing will increase enforcement inspections and administrative penalties for illegal wage arrears to ensure that government-invested projects "zero wages" and other wage arrears cases are dynamically cleared before July 1st.

  In recent years, the Beijing 12345 hotline has accumulated more than 10 million calls.

At the beginning of the year, relevant departments sorted out 27 livelihood pain points and governance congestion points in 12 categories that were most concentrated by citizens, and deployed the "Monthly Question" special governance.

  Among these 27 problems, the difficulties in obtaining real estate certificates, online consumption disputes, and the difficulty in promoting the renovation of old communities are the most intense and prominent problems reported by the masses.

  For these 27 issues, the relevant departments of the Beijing Municipal Party Committee deployed at the same time and proceeded as a whole.

Focusing on 1 theme and selecting 2-3 specific issues each month, the main leaders of the municipal party committee listen to reports and are in charge of the municipal leaders to take the lead in scheduling specific issues. The municipal party committee’s deep reform committee will organize a special reform group to hold monthly special meetings to carry out special research. , Propose reform measures, implement full supervision, and promote problem solving.

After two years of exploration from 2019 to 2020, the city's unified 12345 citizen service hotline acceptance platform has been formed, and an evaluation mechanism with response rate, resolution rate, and satisfaction rate has been established.

  On January 8 this year, Beijing issued its first annual report on the reform work when responding to complaints: In 2020, the 12345 citizen service hotline received 11 million cases throughout the year; nearly 4.5 million cases were dispatched to various agencies and handled in central urban areas. The amount is nearly 60%.

  After analyzing and judging the big data when responding to litigation, the Beijing Municipal Committee of the Communist Party of China carried out active management and source management of concentrated areas and high-frequency issues from two aspects, and promoted "doing first without litigation."

  After supervision and management, as of May this year, 13 neighborhoods and towns have reached the requirements of "decreasing volume, increasing rate, and getting rid of low" and withdrew from municipal supervision. 16 neighborhoods and towns have not ranked among the top ten in the city in terms of receiving complaints for a year. Nearly 80% of the issues that need to be coordinated at the municipal level have been resolved or there are solutions, and a group of difficult issues and historical issues left over by the masses’ appeals have been solved.

  In order to strengthen the joint efforts of the organization and leadership of the reform of "receiving litigation", in January 2021, the Beijing Municipal Committee for Comprehensively Deepening the Reform Committee added a special group for the reform of the Municipal Party Committee’s Deep Reform Commission.
