On May 28, the Nanjing Municipal Housing Security and Real Estate Bureau issued the "Notice on Further Optimizing the Purchase of Homeless Families". The Nanjing Municipal Housing Security and Real Estate Bureau pointed out that in order to effectively protect the residents' self-occupation needs and reflect the precise support for the demand for purchase of houses without houses, the latest standards for the identification of families without houses have been implemented.
That is to say, families without a house must add two certification standards under the conditions of the original Nanjing household registration and the family has no own housing under the name of the family:
One is that there is no self-owned housing registration information and transaction records within 2 years before the date of issuance of the house purchase certificate, including house gift, real estate transaction transfer (including share transaction), and real estate transferred through judicial channels are all included in the transaction record or registration information.
The second is to pay urban social insurance or personal income tax for 12 consecutive months in Nanjing within one year before the issuance of the house purchase certificate.
For those unable to provide urban social insurance or personal income tax certificates, they must have registered permanent residence in Nanjing for 5 years.
According to the new regulations, those who meet the existing housing purchase restriction policy in Nanjing but do not meet the criteria for identifying families without housing will be implemented in accordance with the purchase policy for ordinary families.
In accordance with the "Regulations on the Registration and Management of Permanent Residents in Nanjing", students who have been admitted to colleges, technical schools and technical schools who move from their original homes to the student collective households during the school period are not recognized as "houseless families".
In addition, the "Notice" shows that Nanjing has increased the supply of houses for families without houses. In each batch of listings for commercial residential projects, the proportion of units below 120 square meters accounted for more than 60%, and the number of applications for families without houses was the current approval. If the number of homes for families without rooms is more than 3 times, the proportion of homes for families without rooms will increase from 30% to 40%.
Nanjing issued the "Notice on Promoting the Stable and Healthy Development of the City’s Real Estate Market" on July 22, 2020. It mentioned that priority should be given to guaranteeing the rigid housing needs of households without housing registration in this city, and commercial residential projects are offered to households without housing registration in this city. Provide houses with a proportion of not less than 30% in each batch.

According to the "Notice on Further Optimizing Home Purchases for Families Without Housing" (Ningqi Fangjian Office  No. 3), for example, the number of housing units in the area below 120 square meters is 150, accounting for 60% of the total number of listed housing units.
